If your hard disk is healthy or not so damaged and you haven’t had multiple hard disk formats, then yes, there are good recovery tools like aseus data recovery and recuva.
Both work in similar fashion.

Simply install the software on your computer, connect the HDD(to be recovered) to the system >>> scan the HDD with the software >>> wait for the world to end (patience) >>> results with a long lit of files appear >>>Now connect anther hdd to your laptop [ don’t disconnect the first one you connected] and simply move recovered files into it.

So, you see! Simple? Yes. complicated? Depends on the level of recovery.

I'll recommend those strong dell latitude series, dell latitude E6220, or latitude E6330 for durability and very mobile 12.5inches size. Rugged dell latitude E6420 or E6430, 14inches size. Dell xps series, Hp elitebook 8440p or 8440w. these are mid-range budgets

The best way to confirm if your hard drive is still in it place is for you to check the boot option.

If you're using HP, immediately you power on your laptop press F9, it will take you to boot option, your hard drive will be listed there, if it is there just install a new operating system and if it is not listed, check the hdd compartment.

the system is not recognizing your hard disk anymore because it is now faulty, since the HDD is the first boot option, not detected, so it's trying to boot through the second boot order or third boot, which is the network lan option, pxe-pre boot assessment Media. you need to replace your hard disk and install a new Os

Even if the hdd is bad, it should show the name of the hdd instead of telling you NONE.
