It's not waste of money. It's an investment and they know what they are doing. Those are potential political appointees and would henceforth be regarded as forma governorship aspirant.

And you never can tell, Anambra state is a very competitive state in terms of elections and if peradventure APC wins, all those contestants would be the first choice of candidates for appointments
