I hope you know that small kogi is bigger in size than imo and abia combined and has more IGR than 26 states in the country including probably the one you came from this can be verified (google would help you).
The fact that kogites are quiet doesn't mean They are small . What makes you think money changed hands in this visit? If at all it’s Kamaru that would have added to the governor or Kogi and not the other way.

Do you know whether Kamaru had a relationship with the governor prior? I guess not
