The Ogun State House of Assembly has passed a bill banning open grazing.

The bill, which was passed at plenary on Thursday, puts offenders at the risk of three years jail term.

Southern governors had during their last meeting in Lagos fixed September as deadline for open grazing practice, a development which has been subject of controversy.

However, few days after the Southern governors meeting, the Ogun assembly passed the Animal Grazing Regulation and Cattle Ranch Establishment Bill 2020 into law.

The lawmakers said this would address incessant clashes between herders and famers.

Long title of the bill reads, “HB No. 045/OG/2021- A Law to Regulate Animal Grazing, Establishment of Cattles Ranches in Designated Grazing Areas of Ogun State and for other Matters incidental thereto and connected therewith.”

The bill scaled the third reading and final passage following the presentation of the report of the House Committee on Agriculture by the Sponsor, Ganiyu Oyedeji, at a plenary presided over by the Speaker, Olakunle Oluomo.

Oyedeji, thereafter, moved the motion for the adoption of the report, seconded by Hon. Olusola Adams, and supported by other lawmakers through a voice vote.

The legal framework was later read and adopted clause-by-clause.

Thereafter, the Majority Leader, Yusuf Sheriff, moved the motion for the third reading as it was seconded by Hon Wahab Haruna.

The Clerk of the House and Head of Legislative Services, Deji Adeyemo, took the third reading of the bill before the lawmakers.

Part of a section of the bill prescribed a jail term of not less than three years without the option of fine “including the forfeiture of the herds of cattle or livestock under his/her control to the State Government for anyone who rears, herd or grazes any livestock in any part of the State except within the permitted ranches or anyone who rears cattle or livestock outside the permitted ranches after the commencement of the law.”

Responding, Oluomo directed that the Clerk to prepare a clean copy of the bill for the assent of Governor Dapo Abiodun.

Nice one! Just like I previously stated below.

Kagd10:

What's the advantages of an open grazing? None! Rather there are several disadvantages!

It causes erosion and leaching.
It could lead to desertification of the land and change of the climates.
It reduces the calories of the cattles because cattles lose more calories the more they roam around.
The cattles could encounter sleeping sickness diseases which are prevalent in the forests!
The cattles could eat poisonous grasses!

So what's the advantage? Useless people!

Being Proactive is way to go. Atleast they didn't delay till they were influenced to jettison it.

Atleast this will reduce the herders-farmers clash that's ravaging states these days.

BTW apart from the middle belts and the South, is it that other northern states doesn't have this clash? Or are they better managed in those axis?

Is this enforceable on fulani herders?
They will deliberately troop out thousands of cows to test this law.

I know this tribe very well, even worked with some educated ones. They dont like nor obey other peoples' laws.

The South East lawmakers are brave, unlike the afonjas in the South West. Reason why they are still stalling on the issue.

Scape cows in this instance. Both the fourlegged and twolegged variants.

Way to go.
The challenge is how do they implement it. Reporting herdsmen to the Nigerian Police force is a kin to pouring water in a ducks back.
Will the cows be seized and owner forfeiting the cows?
A branch of the Amotekun or even OPC and other local vigilantes should be kept in charge on herdsmen matters.
They should carry sophisticated arms to match that of the herdsmen, because you cannot go to a battle of AK 47 with a machete or a non automatic weapon.
Impounded cattle should be auctioned and money used in supporting, victims and also people in charge of the herdsmen matters.
Words must be followed by action.

The cabal and co think they're fighting for the rights of their kinsmen not knowing they're making life harder for them.

After 2023, what becomes of these FG backed Fulanis in the middle belt and the south? They have succeeded in making the entire country hate themselves. I really pity Fulanis cos people might not want to associate with them... Nigerians were living together as one without bias to one tribe or another and that's how it should be.
