We actually welcome investors from Igboland and where around the world for progress and development of Lagos state and the SW.

Per igbo EA investors, it makes no difference where they are from, they are just investors like the next man or the US consulate and others and when you get your Biafra, you can not uproot it and take it to Biafra .

Some , if not most, of the land there is sold but structures on them yet to be fully built.

For example, as far back as 2019, US Lagos Consulate already acquired 5 hectares there and that's a smart real estate investment they may resell in part later and use the profit or proceed to build their physical structures.
