Let her go to the station around where the phone was stolen to report the phone, then proceed to a police station with phone tracking expertise to get the officer in charge to track it.

Let your mind be at peace if she has the phone carton as that is a major criterial for tracking to confirm claim. It isn't free but you need to ask the policeman what it would cost and follow up on every step they take.

Ensure she block her sim card to avoid them using her sim to take loans from all these quick loan companies.

Let me get you correctly. Being in traffic on 3rd Mainland Bridge at 5pm is being at suspicious location at odd hours. Is this what you are saying?

First of all go to the police station and report.
Log out of the iCloud remotely on another device ( iPhone, laptop).
Once you log out of the iCloud the thief will be able to sell or use it.
Once the person start using another Apple ID on it.
If you have imei of the phone you engage the service of a professional tracker ( budget 40k) for tracking alone.
The tracking result will show the phone number and coordinates (location) of the user and frequently called numbers and their locations too. Then the police can help you with the recovery.
Once you arrest the user ( who are usually innocent buyers) they will lead you to the main seller who is among the thieves who robbed your wife.
Also have it in mind that you will pay mobilization fees to the officers depending on location of the suspects.
*pls have evidence of ownership like receipt or box showing imei of the phone.
