Nigerian government: "We have released N10b to the contractors".

Contractors: "we are yet to receive a penny".

Looking at the prevailing style of governance in the country overtimes, as a true citizen of Nigeria, who would you believe in this scenario?

Personally, I would believe the contractors. Why? Because we run a government of lies, deceitfulness and propaganda in the country. Let's hear your own opinion.

When the FG says they have released money, it mostly means they have given approval to the awarding agency to pay contractors. That agency then goes to the CBN to get the money sent and these steps take a lot of time. Sometimes weeks. So in the eyes of the Federal Executive Council, the money has been released. Hence they have paid.

To the contractors, they understand the money has been approved and the internal wranglings of getting the money out of the agency and CBN is the wahala. But theu have truly not been paid.

It still boils down to the fact that the contractors haven't been paid against the government claim. We have had cases whereby after government has claimed to have released funds, 3 years or more, nothing is seen done by the project.

I believe the contractor.

To correct the Mod above, though he sounded correct but not entirely correct.

The success of every government depends on how efficient the system flows. Government is not just the President or the Governor but the agencies and other organs that enable it's policies.

If the Federal Executive Council have approved funds to contractors, it should also set an efficient and corrupt-free process for the funds to get to the contractor and not the contractor going through wahala to access the funds.

so i did not who is lying and who is saying the truth because the two of them are always lying and also doing corruption, government is always lying and also doing corruption while the contractor may do half of the project or abandon the project, the two of them are playing themselves
so i don't know who is lying out of the two

My brother if any contractor does half of the project or abandon the project, trust me it's a corruption collaboration with the government.

You don't just award contract to anybody you see on the street, agreements are reached and papers are signed. If the contractor bridges the terms of the contract, then the government should sue the contractor and not just telling us that the contractor ran away or abandoned the project.

The question boils down to if money has been released and not approved by useless FEC.

Bottom line is if the contractors got any money and if they didn't why?

Fashole has been crying that the reason contractors can't finish all the projects under his ministerial overview since 2015 is because they never ever get their full money paid every single budgetary year.

You fail to realize that the FG has a huge backlog of debts owed to local contractors and that projects are carried out in phases with ministerial evaluations after each stage from where funds are paid in stages.

Why would I use my money or take a bank loan to complete a Federal project that was captured fully in a budgetary allocation within a year and then be saddled with bureaucratic red tape and govt corruption before I get paid? The interest I took from the Kiked bank will be growing and the govt (if eventually I bribe someone in the Ministry to process my payment) will not look into my extra costs. Then there is the fact that the Minister or Parastatal head may be sacked and a new administration will not bother looking into my claims.

The problem is that at every stage you reach to get your money you will have to part with money. Even the lowly clerk in the ministry will need money to take your file to the next table and so on and so forth.

The problem isn't the contractor. It is the bureaucratic bottleneck and insane corruption that drives FG contracts over the roof.

Blame the useless FG.

Not the contractors fault.

Govt projects are carried out in phases and from each evaluated phase the contractor is to be paid.

For example, I have a contract to build an office block. The first stage will include payment for QS, EIA and design. Next phase will include site survey, landscaping and foundation. After that the erection of the building proper including roofing. Then we will move on to fittings like windows, tilling, plumbing and tilling. Next will come proper landscaping, perimeter fencing and security. At every stage. I expect to be paid within the stipulated period of delivery. So if the contract of the building was for 9mths, the contract will include a breakdown of all individual phases and after which I completed each I expect to be paid.

Now If I decide to use my own money or borrow from the bank, the chances of me getting my money on said date of delivery i.e. 9mths is near impossible. Those guys in the ministry will divert all the monies owed me to fund another one of their phantom projects and from there you will be hearing stories like ''no money''.

Govt contracts are not as easy and juicy as you think unless you are subcontracting for the Minister himself where you will be paid in full before you even get to the site so as to ensure Fashole and co get their kickbacks.

So when you see that road that refuses to be rehabilitated, know that some one in the ministry has reserved that road to be collecting project assessment cost every single year. As long as that road remains unfixed, someone in the ministry that oversees that section of federal roads is making bank.

how can a contractor abandon a project he or she is handling on behalf of the FG and get away with it?

It is either they are not paid and the contract comes to an end or the project was solely envisioned to embezzle money in collusion with those in govt.

No contractor dares run away with govt money. Nah Prison be that.
