It was used to capture whatever it was they had in mind. In Igbo, "akaraka", I think, is the word that captures that same intention.

You see, each human being comes out the womb with a specific task or some tasks assigned to him or her by the Creator. He/she is also given power that commensurates with that tasks or tasks. He/she will give account of how he/she used the power/talent/bag of gold/minas at the end of the age when we all appear before our Creator.

Ironically the parable of the sower is on people who feel God randomly decides to punish someone for no apparent reason with blindness from birth, poverty, wicked uncles, deafness and any other bad which happens to "good people".

More so, the parable is on you if you think your little book had captured all truth in creation that you go about quoting it even when nature and life and even the book (Bible) clearly debunks it with "whatever (all not some) a man sows, that MUST he reap".

Your book debunks the justness of God if God decides to just randomly "bless" man with good health from birth while he "punishes" another to be born without legs and hands.

Lack of knowledge of Past Life's and Reincarnation is why you have some people having a grudge at God for not rescuing his people when they call to him and they become atheists.

Are the teachings or doctrines bordering on destiny scriptural?

Who initiated such doctrine or teaching? What prompted them to espouse such doctrine or teaching from the Scripture?

Within the context of how it is being used today by some people out there and here, where can one find such in the Scriptures?

Anyone who is knowledgeable in these matters should enlighten us.

It's a deceit from Satan.
There's nothing like destiny in faith, God gave all of us EQUAL chances it's left to each person how you make use of the opportunity given to gain salvation.
Adam was given the privilege of becoming our father and councilor on this planet but that will come to fulfilment if he continue relying on the person who gave him that chance (GOD) Adam chose to do things his own way thereby loosing the opportunity that can never be regained.
Jesus took the challenge and because Jesus solely relied on GOD he got the prize!

The same privilege is set before all it's either you choose to be like Adam who prefer to be rebellious along with Satan or like Jesus who remain obedient despite all the obstacles Satan placed before him, if Jesus failed in challenge he won't say:
“It has been accomplished!”

Do you know that both Adam and Jesus never know before Satan came to thwart their mission?
Satan knew Adam is intelligent that's why he used Eve as a bait to catch Adam {1Timothy 2:14} the same way Satan came for Jesus but Jesus focused on his mission. He knew that it's not physically food that sustained Moses and Elijah when God was talking to them {Exodus 34:28; 1Kings 19:8} so it's not literal food that kept them alive in God's presence! Matthew 4:4 compare to Deuteronomy 8:3

Unlike Adam who chose to put God to the test by eating the forbidden fruit {Genesis 3:6} Jesus was fully prepared for all the protocols he must follow to gain the prize! Matthew 4:5-7

Adam wants to rule the earth without God's guidance {Genesis 3:5} Jesus followed all the rules set before him if he wants to become the ruler of earth {John 5:30} so he completely relied on Godly wisdom {Proverbs 3:5-6 compare to Matthew 4:8-9} Jesus realized that the spirit talking to him is not Holy by the time Satan demanded tributes from Jesus in exchange for power. He sent Satan away and that's when angels were sent to commend him {Matthew 4:11} Satan tried to use close confidants of Jesus against him but it never worked! Matthew 16:21-23
