Funny thing is even if the consequence is small like say few years in prison but the enforcement is sure and the judgement is swift, everybody will reorganize and act well. Lesser need for over the top punishment like killing or life.

The purpose is supposed to be correctional services, they can still contribute to the economy and their life allbeit at a discount.
