This guy is proposing to buy text ad on my blog as seen in the image below.

I actually don't know about text ad. Because all i know is adsense and affiliate marketing.

Can you enlighten me on this and how to bill.

Something like a reference within article on site A pointing to site B, thus tying them together.

But the problem my blogger friend is facing here is how to bill them after plaing their link.

Your DA and PA are 13 and 20 respectively which is still coming up. Billing them depends on you. However, if I were in your shoes I'd bill dem between 30 to 40USD.

It's a one time billing. Just once. They simply need a juice link from ur site that's all. So it's not a monthly payment stuff.
