Many Nigerians don't know shit. They just come online to talk anyhow. I can comfortably tell us that of all the stated amount of money, the institute (CRIN) will collect no dime. This is nothing but the handiwork of your various legistlooters. If the CEO does not cooperate, he/she is in soup and he will definitely have problem with his institution's legitimate budget. These looters are so desperate and they will follow their money all the way from Abuja to it's location, collect it then disappear. Many CEO in Nigeria are already in their net and there's invariably nothing they can do. That was the same way they sent one CEO in IAR&T Ibadan (Prof. Ogunmodede) to prison because he was so gullible and played to their hands. While we all condemn Tinubu (myself inclusive) let us remember that the real cankerworm and devourers of the Nigerian people are these various looters and if nothing is done.....then, we are all in hot soup! |

Lovit:Sadly, only the National Assembly has the power of appropriation. All former presidents have tried to fight them over it unsuccessfully. Except the constitution is changed, nothing can be done about it. As regards your first question, it is the choice of the lawmakers to decide the MDA they want to execute their constituency and Zonal intervention projects. MDAS can’t do anything about it. They simply see this projects in their budget after it has been passed into law. Not implementing it means violating the Appropriation Act. |

The person who wrote the below know nothing about budgeting in public servicemor maybe he is also corrupt too and supports such rubbish These costs are called discretionary allocations, which is what is usually allocated for other costs after both capital and non discretionary operating expenditures(salaries,overheads, projects,etc) have been taken care of. Ideally, these discretionary expenditures are usally a small percentage(5-10 percent) of of the non discretionary expenditures tha are necessary to run the parastatal or agency The question to ask first is what the the total non discretionary(necessary)budgetary expenditure approved for the Cocoa institute to the extent that its discretionary expenditure for social responsibility is 250m?? Surely, the institute can not be spending 25%(assuming it was allocated 1bn which i doubt becuase that institute is dead) of its budget on corporate social responsibilities and such an institute with little output can not be having more than a billion naira for its non discretionary spendings.
