Lagos—The administration of Governor Babatunde Fashola of Lagos State generated total revenue of N2.433 trillion through Federal allocation, Internally Generated Revenue, IGR and others in the last eight years.

It also spent over N2.7 trillion in providing infrastructure and other economic needs for residents during the period under review.

Commissioner for Economic Planning and Budget, Mr. Ben Akabueze, who disclosed this yesterday, in Alausa, Ikeja at a briefing explained that the total revenue generated represents 89 percent of the total expenditure by the government.

According to him, “The total revenue generated by the administration is N2.433 trillion through Federal allocation, Internally Generated Revenue, IGR and others, representing 89 percent of the total expenditure by the government. The aggregate budgetary expenditure in the last eight years by the present administration is N2.749 trillion.”

He explained “What these translate to is that only 11 percent of the state’s expenditure has been funded from debt. Of course not all the revenue was generated through IGR. Only 59 percent (N1.4 trillion) of the budgetary expenditure was funded through IGR.”

“The government through the ministry in the last eight years certified 8, 961 projects/programmes valued at N1.132 trillion.”


Akabueze stated that the bulk of the projects were done last year, saying “the sum of N39.675 billion was issued as pre-payment certificates.”

The commissioner noted that the average budget performance over the period stood at 79 percent, adding, “the claim that the state is operating on loan is not true.”


According to him, “Average sectoral allocation of the budget from 2008 and 2015 are: General Service; 23.70 percent, Public Order and safety; 3.12 percent, Economic Affairs; 31.58 percent, Environmental protection; 8.56 percent, Housing and community amenities; 9.17 percent, Health; 7.66 percent, Recreation, culture and Religion; 1.5 percent, Education; 14.09 percent and Social protection; 0.60 percent.”

I would have prefared if they had said that Lagos is the largest economy rather than the South-west. I still maintain that if the British had never moved the Capital of Nigeria from Calabar to Lagos, this same Lagos would have probably been just a 'Coastal Town' by now.

Otudeko advices Oyo on economy

The Chairman, First Bank of Nigeria Holding Plc, Oba Otudeko, has said for Oyo State to take advantage of the investment opportunities that abound in the state, government must show commitment to infrastructural development and access to large market.

Speaking at the state economic summit in Ibadan on Monday, which was declared open by the state governor, Abiola Ajimobi, Otudeko, who was the chairman of the panel of discussants, made reference to the thriving economy of Singapore, with less population and economic advantage than Oyo.

[b] said, “Oyo State is established and put on the positive road of development and progress. The social and economic indicators of the state present good news. According to a study in May 2013, the state was regarded as the third biggest economy in Nigeria after Lagos and Kano states. It had a $14.2bn Gross Domestic Product and its GDP per capital put at $2,165 with 60 per cent of its population of six million belonging to the working class.

“When you compare this with Singapore, which has five million people, it means Oyo has more economic advantage. But why are we not in the stage of development attained in Singapore? Oyo State has the second largest middle class population in Nigeria’s South-West with the major competitive advantage being the presence of research institutes like Nigeria Institute of Social and Economic Research, International Institute for Tropical Agriculture and others,” said Otudeko.

“For the state to be viable, a sustainable industrial environment requires government incentives, physical infrastructure and access to large market. The working population must be skilled, educated and supported by availability of raw materials, especially in agriculture, and supporting institutions. We must not forget that good security network is very important to the development we aspire as well as good health care system,” he said.

Speaking at the forum, Ajimobi said that the state was ready to partner with and offer incentives to investors willing to explore opportunities in the agriculture and other sectors in the state.

In his keynote address, the Chairman, Nigerian Economic Summit Group and Executive Chairman, Philip Consulting, Mr. Foluso Philips, said with good leadership, the state would achieve its aims and economic desires.

At the summit, the President, Dangote Group of Companies, Aliko Dangote, was represented by the company’s Executive Director, Knut Ulvmoen. The Director-General, Standards Organisation of Nigeria, Dr. Joseph Odumodu; Ogun State Governor, Ibikunle Amosun, and other top stakeholders in the nation’s economy also graced the event.

The Ogun state's industrialisation project has received a strong boost as thirty-five new firms have opened their production plants in the state's industrial estates in the last two years.

Some of the new companies are WEMPCO STEEL MILLS, DANGOTE CEMENT, MAY&BAKER and GOLDEN PASTA. Others are GOODWILL CERAMICS, ADE DISTRIBUTION AND INVESTMENT LIMITED AND AFRICAN FOUNDRIES LIMITED. Apart from that, 80 new companies presently have their applications before the state government via the ministry of commerce and industry. This disclosure was made by the State's commissioner for commerce and industry, Bimbo Ashiru, "We need to realise that commerce and industry is the key. Let me put it this way, if you are talking about internally generated revenue, it has to be driven by commercial activities in the state.

The state, in its bid to maintain its position as the largest industrial estate in Nigeria, has introduced many incentives for investors and this include a one-stop shop which has reduced bureaucratic bottlenecks in seeking the necessary permits to do business in the state. Mineral resources in the state include Limestone, Bitumen, Phosphate, Kaolin, Tar sand and clay some of which can be mined for the next 500 years, according to analysis.

The State's industrial estates include Abeokuta-Lagos/Abeokuta estate, Ota-Idi Iroko estate, Agbara-OPIC estate, Ijebu Ode-Ikangba estate, and Ogijo-Ikorodu estate, others are Ilaro-Ibeshe estate, Sagamu-Benin road estate and Ijebu Igbo-Oru estate.




Hull Blyth plans $50m dry port in Ogun to boost economy, create jobs

Hull Blyth Nigeria, a shipping and cargo services company, has concluded arrangements to locate a $50 million dry port at Wasimi, about 5 kilometres to the cement plant of Lafarge Cement WAPCO Nigeria, in Ewekoro Local Government Area of Ogun State.

The dry port which, according to Christian Holm, managing director, Hull Blyth Nigeria, would be completed within a year of construction, reportedly has the possibility of creating hundreds of direct and indirect jobs for Nigerians, especially Ogun State residents.

Speaking in Abeokuta during a working visit to Bimbo Ashiru, Ogun State Commissioner for Commerce and Industry, the managing director disclosed that the dry port was conceived to serve as an extension of seaports in Lagos State when completed.

Holm said the construction of the proposed dry port would be undertaken by Hull Blyth Nigeria, a century-old shipping and cargo services firm, using the best technology available. “We want to take advantage of the state’s nearness to Lagos as well as its conducive business environment,” he said.

Responding, Bimbo Ashiru noted that government was ready to fast-track the acquisition and allocation of land to prospective investors in addition to the required infrastructure and security, just as he expressed satisfaction with the influx of investors to the state.

Ashiru submitted that the influx of industries and investments into the state was a clear indication that the state was taking right steps in its industrialisation drive. He, however, warned that government would not condone acquiring lands for speculative purposes to the detriment of its industrialisation drive.

“We don’t want people to buy lands for speculative reasons. Investors coming into the state must be ready to use land for what it is requested for,” Ashiru warned.

Dangote refinery to begin operation 2018 in Ondo State

Indication emerged on Monday that Dangote Group’s oil refinery project for Nigeria would come on stream in 2018.

The Director of Petroleum Refining, Dangote Industries, Mr. George Nicolaides, said in an interview at the Platts African Refining Summit in Cape Town, South Africa, on Monday that the plant located at Olokola Free Trade Zone, Ondo State, would process 500,000 barrels of crude a day.

“The site is being cleared; the plant is being designed,” Nicolaides was quoted by Bloomberg as saying, “We are close to the beginning of detailed engineering.”

Dangote had said in September last year that it had agreed on a $3.3bn loan with 12 Nigerian and foreign lenders to build the refinery as well as a petrochemical and fertilizer complex costing a total of $9bn.

The facility was initially expected to be completed in 2016 and the capacity of the refinery was put at 400,000 barrels a day.

“We have a very ambitious construction schedule,” Nicolaides said, adding that, “I’m not sure about the history of those dates.”

Dangote has named Engineers India Limited to do most of the detailed engineering work for the new plant. Construction contractors have yet to be appointed.

“Supplying the local market is the primary objective,” Nicolaides said, explaining that, “Naturally, we can move products to the region. The government is being very supportive, very enthusiastic about this project. We are not looking for or wanting any particular subsidies.”

The refinery, according to the President, Dangote Group, Alhaji Aliko Dangote, will generate over 10,000 direct jobs and end the importation of refined petroleum products into the country.

Sincerely when I Ơ̴̴͡.̮Ơ̴̴̴͡ what we youths have gots, I can't help but wonder why we are still suffering. I have noticed a few months ago that we youths have got infos that even our governors, senators and other politicians don't have. We know things that they don't have idea of its existence.... Why can't we put all these into full use and change our lives with it?? Why can't we tap into the various opportunities that lies before us and better out lives instead of waiting for them politicians....I seriously dream of that day when we will be able to come out and say yes we have been able to make full use of the vast opportunities in our lands.

The GDP of the entire nation of Nigeria, the largest economy by far in Africa, currently is about N130 trillion naira(about $594 billion US dollars)(Wikipedia, list of African countries by GDP(nominal)). The Southwest, one of the six geopolitical regions of Nigeria, has an estimated GDP of about N67 trillion naira( about $305 billion US dollars), more than half of the GDP of the nation.

By my estimates, the Southwest region was

the third largest economy in the continent of Africa n 2014! This must be a shock or a pleasant surprise to many people!

But the governors in the region have not adopted a robust revenue generating strategy to tap into the resource base of the region. Taxation of the poor and lower middle-class people is a bad strategy which does not reflect a global best practice. The poor have a greater propensity to spend than the rich, so a taxation of the poor is counter-productive as it eliminates the boost to the economy that their spending provides.

Taxation of the rich, middle-class, and upper middle-class, but not the poor, is a global best strategy to raise revenues for the operation of government, the provisioning of infrastructures, robust security apparatus, and social security services that benefit everyone: the rich, the poor, and the disadvantaged in society. Fortunately, there are millions of rich people living in the Southwest: naira millionaires, multi-millionaires, billionaires, and trillionaires available to be taxed.

If the governors of the Southwest had adopted a comprehensive income taxation for revenue as their strategy in 2014, they could have raised N13 trillion naira from a progressive income tax range of 0% for the poor, to up to 30% for the rich: ten times more than the N1.3 trillion naira raised last year!

The combined budget-to-GDP ratio of the states in the Southwest in 2014 was abysmally low, about 2% compared to about 40% in many advanced nations of the world. For the sake of argument, a budget that is 40% of the GDP of the Southwest is approximately N25 trillion naira. This is about twice the budget realizable from using a progressive tax bracket of 0% to 30%.

If the enhanced income-tax-based revenues are spent appropriately, the Southwest will become a prosperous region with robust infrastructures, full employment, improved security, and a world-class social security service.

It is widely accepted (on nairaland) that many governors of the Southwest have reasonably performed well. If they had tapped the hidden resources of the region, their performance would have been elevated to outstanding and transformational! We wonder why policies that would have made a difference in the lives of the majority of the people, such as progressive income taxation, had not been vigorously pursued and implemented. Income taxation will also diminish godfatherism and empower the people while swelling the coffers of governments in the region.

With abundant revenues through income taxation, the Southwest will be in a position to stop accepting monthly oil revenue distributions from the center, but be able to partner with Abuja and other state governors in joint projects of mutual benefit that will drive the economic growth of the nation.

The question that must be asked of the governors of the Southwest is this, are they aware that the great book says, for whom much is given much is required?

So much has been given to the region by the grace of God. So much then is required of the Southwest governments. The governors in the Southwest have an obligation not only to take care of the welfare of their residents but to also drive the socio-economic growth of the nation.

In conclusion, to the people of the Southwest, the third largest economy in Africa, ask not what Abuja can do for you, but ask your governors to:

1. Tax the peoples' incomes, a global best practice, using a progressive tax rate from 0% to 30%.

2. Use the revenues from the income tax to fund government operations, build, monitor, and maintain physical, security, health, education, and research infrastructures, and to provide services and social security to the people. As he who pays the piper dictates the tune, politicians will be compelled by the income tax payers to shift their allegiance from godfathers to the people. This will end godfatherism as the dominant factor in politics in the Southwest.

3. Promote exports and the tourism industry.
4. Work cooperatively with the private industry, research and development centers, and the tertiary institutions in the region.

5. Promote regional integration through intra-regional partnerships and engage in mutually beneficial ventures with Abuja and other governors in other regions.

6. Stop accepting the monthly oil distributions from Abuja from 2016, as this is the root of corruption in Nigeria. To curb corruption in the Southwest and elsewhere in Nigeria requires pulling up the root of corruption in Nigeria by ending the shameful exploitation of the minorities in the oil producing states.

Akwaibom is far developed than any part of your SW shitthole.
We can see what they use their allocations for unlike those dead-beats states in the SW.

The SW has more potential yet it has been leaching on other regions for decades.
It has also greater poverty than any other southern region.

No, that is for purchasing power parity. There is a big difference between PPP, nominal and per capita.

The SW has more potential yet it has been leaching on other regions for decades.
It has also greater poverty than any other southern region.

Akwa Ibom, Rivers, others owe workers despite receiving highest Excess Crude money

Most of the 18 state governments whose workers commenced an indefinite strike on Monday (today) over several months of unpaid salaries are among those that collected the highest allocations from the excess crude revenue distribution between 2011 and 2014.
The General Secretary of the Nigeria Labour Congress (NLC), Peter Ozo-Eson, said on Friday that the central labour movement had dispatched its special task force team to the various geo-political zones of the country ahead of the impending strike action.
The task force was constituted on March 19 at the end of the NLC’s national congress with a mandate to negotiate the immediate settlement of all salary arrears owed workers by some the 36 state governments.
Most of the states owe workers’ salaries and other benefits for between three and nine months.
The NLC secretary, who said the strike has since commenced in Plateau State, said a similar action was ongoing simultaneously in Cross River and 16 other states.
The states owing salaries are (in alphabetical order) Abia, Akwa Ibom, Bauchi, Benue, Cross River, Ekiti, Imo, Jigawa, Kano, Katsina, Kogi, Ogun, Ondo, Osun, Oyo, Plateau, Rivers and Zamfara States....

They claim the most educated yet facts and stats from said its a lie
They claim the most sophisticated yet culture and fetish tradition made us know these are lies
They are now claiming the biggest economy yet ekiti and osun are finding it very hard to pay workers and even ekiti wants to send their docile kids to east

The SW is heavily dependent on foreign investments due to the low entrepreneural drive of the locals.
No foreign investment or any future transfer of foreign investments from there means very few jobs.
No wonder the rest of the SW states except lagos and ogun to an extent are like almajiris states due to low economic activities as a result of low foreign investments.
The SE on the other hand is driven majorly by the indigenous investments.
A more palatable ecomomic situation in the long run.
