The Ogun state's industrialisation project has received a strong boost as thirty-five new firms have opened their production plants in the state's industrial estates in the last two years.

Some of the new companies are WEMPCO STEEL MILLS, DANGOTE CEMENT, MAY&BAKER and GOLDEN PASTA. Others are GOODWILL CERAMICS, ADE DISTRIBUTION AND INVESTMENT LIMITED AND AFRICAN FOUNDRIES LIMITED. Apart from that, 80 new companies presently have their applications before the state government via the ministry of commerce and industry. This disclosure was made by the State's commissioner for commerce and industry, Bimbo Ashiru, "We need to realise that commerce and industry is the key. Let me put it this way, if you are talking about internally generated revenue, it has to be driven by commercial activities in the state.

The state, in its bid to maintain its position as the largest industrial estate in Nigeria, has introduced many incentives for investors and this include a one-stop shop which has reduced bureaucratic bottlenecks in seeking the necessary permits to do business in the state. Mineral resources in the state include Limestone, Bitumen, Phosphate, Kaolin, Tar sand and clay some of which can be mined for the next 500 years, according to analysis.

The State's industrial estates include Abeokuta-Lagos/Abeokuta estate, Ota-Idi Iroko estate, Agbara-OPIC estate, Ijebu Ode-Ikangba estate, and Ogijo-Ikorodu estate, others are Ilaro-Ibeshe estate, Sagamu-Benin road estate and Ijebu Igbo-Oru estate.

Hull Blyth plans $50m dry port in Ogun to boost economy, create jobs

Hull Blyth Nigeria, a shipping and cargo services company, has concluded arrangements to locate a $50 million dry port at Wasimi, about 5 kilometres to the cement plant of Lafarge Cement WAPCO Nigeria, in Ewekoro Local Government Area of Ogun State.

The dry port which, according to Christian Holm, managing director, Hull Blyth Nigeria, would be completed within a year of construction, reportedly has the possibility of creating hundreds of direct and indirect jobs for Nigerians, especially Ogun State residents.

Speaking in Abeokuta during a working visit to Bimbo Ashiru, Ogun State Commissioner for Commerce and Industry, the managing director disclosed that the dry port was conceived to serve as an extension of seaports in Lagos State when completed.

Holm said the construction of the proposed dry port would be undertaken by Hull Blyth Nigeria, a century-old shipping and cargo services firm, using the best technology available. “We want to take advantage of the state’s nearness to Lagos as well as its conducive business environment,” he said.

Responding, Bimbo Ashiru noted that government was ready to fast-track the acquisition and allocation of land to prospective investors in addition to the required infrastructure and security, just as he expressed satisfaction with the influx of investors to the state.

Ashiru submitted that the influx of industries and investments into the state was a clear indication that the state was taking right steps in its industrialisation drive. He, however, warned that government would not condone acquiring lands for speculative purposes to the detriment of its industrialisation drive.

“We don’t want people to buy lands for speculative reasons. Investors coming into the state must be ready to use land for what it is requested for,” Ashiru warned.

Dangote refinery to begin operation 2018 in Ondo State

Indication emerged on Monday that Dangote Group’s oil refinery project for Nigeria would come on stream in 2018.

The Director of Petroleum Refining, Dangote Industries, Mr. George Nicolaides, said in an interview at the Platts African Refining Summit in Cape Town, South Africa, on Monday that the plant located at Olokola Free Trade Zone, Ondo State, would process 500,000 barrels of crude a day.

“The site is being cleared; the plant is being designed,” Nicolaides was quoted by Bloomberg as saying, “We are close to the beginning of detailed engineering.”

Dangote had said in September last year that it had agreed on a $3.3bn loan with 12 Nigerian and foreign lenders to build the refinery as well as a petrochemical and fertilizer complex costing a total of $9bn.

The facility was initially expected to be completed in 2016 and the capacity of the refinery was put at 400,000 barrels a day.

“We have a very ambitious construction schedule,” Nicolaides said, adding that, “I’m not sure about the history of those dates.”

Dangote has named Engineers India Limited to do most of the detailed engineering work for the new plant. Construction contractors have yet to be appointed.

“Supplying the local market is the primary objective,” Nicolaides said, explaining that, “Naturally, we can move products to the region. The government is being very supportive, very enthusiastic about this project. We are not looking for or wanting any particular subsidies.”

The refinery, according to the President, Dangote Group, Alhaji Aliko Dangote, will generate over 10,000 direct jobs and end the importation of refined petroleum products into the country.

The GDP of the entire nation of Nigeria, the largest economy by far in Africa, currently is about N130 trillion naira(about $594 billion US dollars)(Wikipedia, list of African countries by GDP(nominal)). The Southwest, one of the six geopolitical regions of Nigeria, has an estimated GDP of about N67 trillion naira( about $305 billion US dollars), more than half of the GDP of the nation.

By my estimates, the Southwest region was

the third largest economy in the continent of Africa n 2014! This must be a shock or a pleasant surprise to many people!

But the governors in the region have not adopted a robust revenue generating strategy to tap into the resource base of the region. Taxation of the poor and lower middle-class people is a bad strategy which does not reflect a global best practice. The poor have a greater propensity to spend than the rich, so a taxation of the poor is counter-productive as it eliminates the boost to the economy that their spending provides.

Taxation of the rich, middle-class, and upper middle-class, but not the poor, is a global best strategy to raise revenues for the operation of government, the provisioning of infrastructures, robust security apparatus, and social security services that benefit everyone: the rich, the poor, and the disadvantaged in society. Fortunately, there are millions of rich people living in the Southwest: naira millionaires, multi-millionaires, billionaires, and trillionaires available to be taxed.

If the governors of the Southwest had adopted a comprehensive income taxation for revenue as their strategy in 2014, they could have raised N13 trillion naira from a progressive income tax range of 0% for the poor, to up to 30% for the rich: ten times more than the N1.3 trillion naira raised last year!

The combined budget-to-GDP ratio of the states in the Southwest in 2014 was abysmally low, about 2% compared to about 40% in many advanced nations of the world. For the sake of argument, a budget that is 40% of the GDP of the Southwest is approximately N25 trillion naira. This is about twice the budget realizable from using a progressive tax bracket of 0% to 30%.

If the enhanced income-tax-based revenues are spent appropriately, the Southwest will become a prosperous region with robust infrastructures, full employment, improved security, and a world-class social security service.

It is widely accepted (on nairaland) that many governors of the Southwest have reasonably performed well. If they had tapped the hidden resources of the region, their performance would have been elevated to outstanding and transformational! We wonder why policies that would have made a difference in the lives of the majority of the people, such as progressive income taxation, had not been vigorously pursued and implemented. Income taxation will also diminish godfatherism and empower the people while swelling the coffers of governments in the region.

With abundant revenues through income taxation, the Southwest will be in a position to stop accepting monthly oil revenue distributions from the center, but be able to partner with Abuja and other state governors in joint projects of mutual benefit that will drive the economic growth of the nation.

The question that must be asked of the governors of the Southwest is this, are they aware that the great book says, for whom much is given much is required?

So much has been given to the region by the grace of God. So much then is required of the Southwest governments. The governors in the Southwest have an obligation not only to take care of the welfare of their residents but to also drive the socio-economic growth of the nation.

In conclusion, to the people of the Southwest, the third largest economy in Africa, ask not what Abuja can do for you, but ask your governors to:

1. Tax the peoples' incomes, a global best practice, using a progressive tax rate from 0% to 30%.

2. Use the revenues from the income tax to fund government operations, build, monitor, and maintain physical, security, health, education, and research infrastructures, and to provide services and social security to the people. As he who pays the piper dictates the tune, politicians will be compelled by the income tax payers to shift their allegiance from godfathers to the people. This will end godfatherism as the dominant factor in politics in the Southwest.

3. Promote exports and the tourism industry.
4. Work cooperatively with the private industry, research and development centers, and the tertiary institutions in the region.

5. Promote regional integration through intra-regional partnerships and engage in mutually beneficial ventures with Abuja and other governors in other regions.

6. Stop accepting the monthly oil distributions from Abuja from 2016, as this is the root of corruption in Nigeria. To curb corruption in the Southwest and elsewhere in Nigeria requires pulling up the root of corruption in Nigeria by ending the shameful exploitation of the minorities in the oil producing states.

I agree with you in terms of taxation but disagree slightly with the statistics you put forward in regards to GDP, Nigeria's current GDP stands at a whooping $1.109 trillion according to the link below.

Nigeria is actually the 21st richest country in the world with countries like SA, UAE, Netherlands, Switzerland behind us...

Akwa Ibom, Rivers, others owe workers despite receiving highest Excess Crude money

Most of the 18 state governments whose workers commenced an indefinite strike on Monday (today) over several months of unpaid salaries are among those that collected the highest allocations from the excess crude revenue distribution between 2011 and 2014.
The General Secretary of the Nigeria Labour Congress (NLC), Peter Ozo-Eson, said on Friday that the central labour movement had dispatched its special task force team to the various geo-political zones of the country ahead of the impending strike action.
The task force was constituted on March 19 at the end of the NLC’s national congress with a mandate to negotiate the immediate settlement of all salary arrears owed workers by some the 36 state governments.
Most of the states owe workers’ salaries and other benefits for between three and nine months.
The NLC secretary, who said the strike has since commenced in Plateau State, said a similar action was ongoing simultaneously in Cross River and 16 other states.
The states owing salaries are (in alphabetical order) Abia, Akwa Ibom, Bauchi, Benue, Cross River, Ekiti, Imo, Jigawa, Kano, Katsina, Kogi, Ogun, Ondo, Osun, Oyo, Plateau, Rivers and Zamfara States....
