Have prostitutes taken over the entire Rome

The number of streetwalkers has surged in Rome - the heart of Roman Catholicism. This is a terrible situation! Rome’s officials are crying every day, calling the situation a stain on the dignity of the city’s citizens.

Rome is not under the control of the Pope.
So you people shouldn't bring the Pope or the Catholic Church into this.
Italy is a fully functional secular state just like every other nation in Europe.
and Rome is the capital of Italy.

The Vatican City is the area of jurisdiction of the Pope and even though it is inside Rome, it is not part of Rome because the Vatican City is a sovereign country on its own.

You don't expect the Pope to interfere in the business of another country except where matters of Faith and Belief are concerned. That is the principle of separation of Church and State.
