This analysis would have been fantastic if everything needed for rebuilding or reconstruction would be locally sourced. As for the "sewage charges",i totally agree with the writer it's crazy...

So writer please tell us how the materials that will be used will be sourced and at what exchange rate.

Just so you know, it's called budget not actual; it's so unfortunate that we don't do detailed analysis of previous budget vs actual to ascertain where we are and what to do.

Though some items are not necessary, but to budget for it is essential as you can never tell tomorrow.
