What does it take to build a developed first world nation?

The answer is not a lot and I will explore and try to answer that question in a series of post over the course of a few weeks depending on time.
My essay will be limited to;
1. Government and its role in development
2. Developing Infrastructure using limited resources. Examples including Road, telecommunication, Rail, Water, Electricity, sewage system, housing will all be analysed
3. Providing healthcare to the masses from craddle to grave
4. Agriculture as the backbone of the economy
5. Financial services as the sector that underpins the economy (I will need some help here, I am not an economist)
6. Manufacturing, mining as important component of a country
7. Social services
8. A countries place in the world vis a vis trading relationship and diplomacy
9. Millitary
10. Education
11. Taxation and tarriffs
12. Security, policing
13. Culture, tourism

Let me make a very important statement
Every solution I proffer will be fully costed. There will be no net borrowing.

That is why we must discuss, why is it that some countries are developed and others are not?
Is it genetic or culture as you have pointed out?
Is it education?
With the information age as we live in, can we close the gap between rich and poor countries?

Building a first world nation is not a rocket science.

Its easy if those leaders in charge are committed, serious and sincere.

Yes the leadership question
I have heard this argument why Nigeria is underdeveloped. During the Biafran civil war, once the Biafra soldiers left the Nigerian Army to join their kith and kin in Biafra, the Nigerian Army was left with mostly stark illiterates. Once the war ended, Nigeria has been led by these illiterates through coup and counter coup. So no wonder the country is a cesspit of underdevelopment, corruption, poverty, hunger and disease.

A plan, an inventive leader and a meticulous prosecution of the said plan. You must have a good plan, must manage the plan to specific goals and dates and must understand as a leader that it is the responsibility of the state to train the people with the necessary skills needed for them to function optimally in a modern economy. Tweaking the development of cultural tools to fast-rack the modernization process is essential. Like the Asians have shown "urbanization" is the key here. It is the fastest route to leapfroging a generation out of squalid existence.. It is not rocket science. Just a good plan, a good leader and a sincerity of purpose..
