Top civil servants (Dep directors, Directors, Perm Secs, HOS) that serve under key ministries/agencies (Petroleum, Power/works, Finance, Health, Firs, etc) are actually fucking rich but fly under the radar (no media exposure or scrutiny). They know the system better than these politicians (they've been there all their lives). They carry out/authorize illegal deals even unknown to the ministers and president. Don't go there oh!! Civil servants are insanely corrupt, Most of those stunning houses in Maitama, Asokoro, Jabi, Wuse, Garki low-key belong to them, and they practically use proxies for all their illegal activities/loots, while keeping a low profile.
