C'mon, don't be dull. You walk into a bank and ask them to 'block' someone elses account based on what exactly. And who gives the bank that authority to do that. If it was that easy I will block the accounts of any Nigerian I so desire. Just transfer 2,000 to Mr. President's account and accuse him of robbing me in my sleep.

Pal. You need law enforcement and the judiciary to do that and it will cost a heck more than 15k and a few scorns of derision.
