Concerning getting visa there's alot involved and I beg to defer from the reasons you stated. Some People with Scholarships even have to wait long before they get their visa approved. How fast your visa approval comes is how fast the Alien office you're going to is and how soon the embassy responds to the approval given to them. There have been cases of visa being approved at the Alien office and embassy not releasing the response in time.
All in all it takes the grace of God.

both accomdation and tuition is 1200 euros but u pay 877 euros they will send enrolment confirmation to apply for visa

What advice are you looking for? You're one of the people who's making it difficult for people who have gotten their admission letter to book visa appointment. You'll have to cancel it because you can't go for an interview with your admission letter.

Hertie school of governance just denied me admission so sad about it, I hope Bremen university will favour me. Does anyone here knows when Bremen university release admission?
And i need suggestions on schools that their admission aren't that tight, my intended course is field related to international relations, peace and conflict or security. my G.p is 3.78 on s scale of 5 and I'm planning towards winter. Thanks as you help

you don't need any advice, cancel the appointment before they give you 6 months suspension.. guys stay woke ppl without admission have started cancelling... if you know you need appointment date

I totally agree with you. Scholarships are of course genuine cases and due to unforseen circumstances some visas could be delayed. Imagine someone planning to 'reunite' with his German girlfriend (not wife o) pretending to go through student visa, with no zeal for studies at least. It may take some time to investigate but eventually the embassy will see through him. All I'm saying is, apart from your reasons above, if you give the embassy reasons to have to probe further, they would and that takes time.
