I passed Aba just last week on my way to Akwa-Ibom and I saw okada all the the place. I noticed also around ariaria because I stopped to buy mobile bank. They may have pronounced the ban but didn't enforce it because the govt understand that the roads are not in place yet particularly in Aba.

That's not true. Bike was banned and equally enforced in Aba effectively. You won't see bike from Ogbor-hill to Town area, East to Umungasi, GRA to Faulks etc even within inside streets. The only placesi you will find bike is in the outskirts like Obikabia, Ehere and Umuokahia in Obingwa LGA, parts of Ohanku under Ugwunagbo LGA, parts of Ariaria (especially within the market and the back of it) under Osisioma LGA. If you notice, you will see that all these places are far from Aba North and Aba South LGA's which forms part of the main city.
