The processCanadian Express Entry/Federal Skilled Workers Program-How to Immigrate to Canada
Express Entry manages applications for three key Canadian economic immigration programs:
• Federal Skilled Worker Program
• Federal Skilled Trades Program
• Canadian Experience Class
Provinces and territories can also recruit candidates from the Express Entry pool through the Provincial Nominee Program (PNP) to meet local labour market needs.
If you’re eligible to immigrate under one of these federal immigration programs:
• You will be placed in a pool with others who are also eligible.
• You will be ranked with others using several factors such as your skills, experience, education and other factors.
• You will get an Invitation to Apply (ITA) to a specific program if you are a top candidate. Immigration, Refugees and Citizenship Canada (IRCC) conducts Express Entry draws at regular intervals (usually every two weeks). In these Express Entry draws, candidates above a certain rank are invited to apply for Canadian permanent residence.
• You can apply online for permanent residence when you get an Invitation to Apply (ITA). Invited candidates are given 60 days to submit an online application for permanent residence including all supporting documentation.
STEPS TO CREATE AN EXPRESS ENTRY PROFILE
1. Use the Come to Canada online tool to know if you're eligible for Express Entry. The tool will generate a reference number at the end. If you get a positive result from Come to Canada tool, it will send you to your online account to fill out an Express Entry profile.
You need to score at least 67 points out of 100 to be eligible for the Federal Skilled Worker Program. You can manually calculate your points using the six selection factors as outlined on CIC’s website.
The following are important requirements for entering the pool:
*Language:
You must:
• meet the minimum language requirements for your eligible category. All the skilled immigration programs that are part of the Express Entry system require applicants to prove their knowledge in at least one of Canada’s two official languages.
• provide your language test results from a designated agency.
*ECA:
Complete an Educational Credential Assessment (ECA) through one of the designated agencies. Applicants who were educated outside of Canada should have their certificates assessed in order to ensure that their foreign education is equivalent to a similar Canadian education. The assessment is NOT mandatory if:
• The applicant is applying under the Federal Skilled Trade Program.
• The applicant is applying under the Canadian Experience Class.
*Skilled Work Experience
You need to have at least one year continuous, full-time (at least 30 hours of paid work per week) or equivalent part-time work experience in an occupation that is categorized under NOC A, B or 0 in the past 10 years. Check the National Occupational Classification (NOC) to learn the skill type of your work experience.
2. You can then create your profile if you are eligible. Getting into the pool doesn't mean that you will be invited to apply for permanent residence. You'll be invited only if you're among the top ranked in the pool based on your skills and experience. You will be ranked in the Express Entry pool using a points-based system called the Comprehensive Ranking System. The CRS gives you a score from the information in your profile, including your skills, education, language ability, work experience and other factors. You can calculate your CRS score here to know your projected CRS score.
---You can stay in the pool for up to 12 months as long as you meet the criteria for one of the federal programs. You should update your profile anytime as your case changes. If you are not invited to apply for permanent residence within 12 months of submitting an Express Entry profile, you can submit a new profile. If you still meet the criteria, you will re-enter the pool.
OTHER THINGS TO NOTE
* If you get an invitation to apply, you can apply for permanent residence. When you apply for permanent residence, you will also need to meet eligibility and admissibility requirements under Canada's immigration law. According to IRCC, all complete applications will be processed in six months or less.
*After you get an Invitation to Apply (ITA), there are other requirements that you must meet before you submit your Permanent Residency application. They include:
- Proof of Funds: You must show that you have enough money to settle in Canada. If your spouse is coming with you, you can count money you have together in a joint account. You may be able to count money in an account under their name only, but you must prove you have access to the money.
The amount of money you need to support your family is set by the size of your family. To calculate the size of your family, you must include:
*Yourself
*Your spouse or partner
*Your dependent children and
*Your spouse’s dependent children
Funds must be readily available to you. For example, you cannot use equity on real property as proof of settlement funds.
- Medicals: You and all your dependents (whether accompanying or not) MUST undergo a medical test. The medical test must be conducted by a doctor on the list of CIC designated panel physicians.
- Medical inadmissibility - Every year, approximately 1,000 applicants for permanent and temporary residence in Canada receive a medical inadmissibility finding. It is determined that their health condition may adversely affect health or social services, and this may lead to them being found to be medically inadmissible. About 200 to 300 cases relate to special education services for children.
No health condition leads to automatic inadmissibility. Applicants may be found inadmissible if the services required to treat their health condition or that of an accompanying dependent is anticipated to cost more than the annual cost threshold, which, for 2017, is $6,655 per year and $33,275 over 5 years.
There are exemptions for certain applicant categories, including refugees and some members of the family class, specifically spouses, common-law partners and dependent children. In addition, not all temporary residents are eligible for health and social services funded by provinces and territories, so only some temporary residents are assessed for medical inadmissibility. The medical inadmissibility provisions mostly affect the economic class.
Since 2016, the Government of Canada has been reviewing all elements of the medical inadmissibility provisions. This included discussing possible policy changes with the provinces and territories at the Forum of Ministers Responsible for Immigration in September 2017. Dialogue with the provinces and territories will continue in the coming months.
The upcoming policy changes (the removal of certain social services, such as special education, and an increase in the cost threshold) address the issue of inclusion, as they would mean that most people with disabilities would no longer be inadmissible.
By tripling the cost threshold, many applicants, particularly those with conditions that primarily require publicly funded prescription drugs (for example, HIV), would likely become admissible because the cost of most of these medications, particularly the generic brands, would not typically exceed the new cost threshold. - Source
- April 16, 2018 release on medical inadmissibility policy in line with inclusivity for persons with disabilities states that under the 40-year-old policy, applicants could be found medically inadmissible to Canada based on a set of criteria out of step with a 21st century approach to persons with disabilities. Most of those affected are individuals who would otherwise be approved in the economic immigration class, and selected for the benefit of what their skills will bring to the Canadian economy.
While the number of refusals under this provision was not high, it resulted in cases where applicants or their children were refused despite the fact their health condition or disability was one readily accommodated in Canadian society.
The new policy on medical inadmissibility strikes a balance between protecting publicly funded health and social services and updating the policy to bring it in line with current views on the inclusion of persons with disabilities. The changes include:
• increasing the cost threshold for medical inadmissibility to 3 times the previous level, and
• amending the definition of social services by removing references to special education, social and vocational rehabilitation services and personal support services. - source
Annex A: Relevant Legislative and Regulatory Provisions
Immigration and Refugee Protection Act
38 (1) A foreign national is inadmissible on health grounds if their health condition
a. is likely to be a danger to public health;
b. is likely to be a danger to public safety; or
c. might reasonably be expected to cause excessive demand on health or social services.
38 (2) Paragraph (1)(c) does not apply in the case of a foreign national who
a. has been determined to be a member of the family class and to be the spouse, common-law partner or child of a sponsor within the meaning of the regulations;
b. has applied for a permanent resident visa as a Convention refugee or a person in similar circumstances;
c. is a protected person; or,
d. is, where prescribed by the regulations, the spouse, common-law partner, child or other family member of a foreign national referred to in any of paragraphs (a) to (c). - source
- Police Clearance Certificates: Police certificates are mandatory for each country (except Canada) where an individual has spent six months or more in a row within the last 10 years since the age of 18. PCC is required for the Principal Applicant, spouse and dependent children 18 years of age or older (including non-accompanying).
For the applicant’s current country of residence, the police certificate must have been issued no more than six months before the submission of the e-APR. For countries in which the applicant no longer resides, the police certificate must have been issued after the last time the applicant lived in that country.

- BIOMETRICS
Starting July 31, 2018, you may need to give your fingerprints and photos (biometrics) when you apply for a visitor visa, study or work permit, or permanent residence if you are from Europe, the Middle East or Africa
What will happen to my fingerprints and photo after they are collected for biometrics?
After you give your biometrics, your fingerprints and photo will be encrypted and sent electronically to a secure Government of Canada database. The Royal Canadian Mounted Police (RCMP) will check your fingerprints against the fingerprint records of:
• criminals,
• refugee claimants,
• deportees, and
• temporary resident applicants.
Any matches to existing RCMP records will be analyzed by the visa officer, who will use the information to make a final decision on your application.
When you arrive in Canada, a Canada Border Services Agency (CBSA) border services officer will use your biometrics to verify that you are the same person the visa was given to
How the Government of Canada uses collected biometrics
- Biometrics will provide immigration officers with additional information to help make decisions on a person’s admissibility and by simplifying the travel of low-risk individuals.
- The fingerprints are stored by the Royal Canadian Mounted Police (RCMP) on the National Repository and checked against its immigration and criminal records. The biometric check confirms if someone applied to enter Canada before using the same or a different identity, has a previous Canadian criminal record, or has been removed from Canada before.
- Biometrics-based information sharing with the U.S., Australia, New Zealand and the United Kingdom will further support the integrity of Canada’s immigration system, in a manner that respects Canada’s privacy laws, civil liberties and human rights commitments, including the Canadian Charter of Rights and Freedoms.
- At the border, the Canada Border Services Agency will be able to quickly and accurately confirm whether a traveler’s identity is legitimate. This will contribute to more efficient and timely entry for travelers.
- At 8 major Canadian airports, fingerprint verification will be automatically conducted at a primary inspection kiosk.
- At other airports and land ports of entry, discretionary fingerprint verification will be conducted by a border services officer upon referral to secondary inspection, where the traveler’s identity will be verified to ensure that the person seeking entry to Canada is the same person who was approved overseas.
Who will need to give fingerprints and photo (biometrics)?
Everyone who applies for:
• a visitor visa
• a work or study permit (excluding U.S. nationals)
• permanent residence, or
• refugee or asylum status
The following are some exemptions:
• Canadian citizens, citizenship applicants (including passport applicants), or existing permanent residents
• visa-exempt nationals coming to Canada as tourists who hold a valid Electronic Travel Authorization (eTA)
• children under the age of 14
• applicants over the age of 79 (there is no upper age exemption for asylum claimants)
• heads of state and heads of government
• cabinet ministers and accredited diplomats of other countries and the United Nations, coming to Canada on official business
• U.S. visa holders transiting through Canada
• refugee claimants or protected persons who have already provided biometrics and are applying for a study or work permit
• temporary resident applicants who have already provided biometrics in support of a permanent resident application that is still in progress
Temporary exemption: Applying in Canada
• If you are applying for a visa, study or work permit, or permanent residence in Canada – you are exempt until the in-Canada service is established
How often you need to give your fingerprints and photo
Permanent residence applicants:
You will need to give your biometrics and pay the fee, regardless of whether you gave your biometrics in the past to support a visitor visa, study or work permit application, or a different permanent resident application.
How much it costs
• Individual applicants: CAD$85
• Families applying together at the same time: maximum total fee of CAD$170
• Groups of 3 or more performing artists and their staff who apply for work permits at the same time: maximum total fee of CAD$255
Where to give your fingerprints and photo (biometrics)
To give your biometrics, you should schedule an appointment with your closest Country Visa Application Center (CVAC). For Nigerian residents, you must schedule this appointment online. There are two CVAC in Nigeria - Abuja and Lagos. click on the links below if you wish to give your biometrics in;

Appear at the Visa Application Center in person and do not forget to go along with:
- Your International Passport
- The biometric Instruction letter to collect biometrics from the Government of Canada

My son went to WAEC to get his certificate sent to WES. I think we spent almost 25k. The instruction to do this is at the entrance to the receptionist office at WAEC yaba. Or just speak with the receptionist. Opposite WAEC office, you need to do an affidavit, the court people are there, for a fee with your passport photo. You have to pay 10k to the WAEC finance office and buy 2 envelops that will be addressed to WES with your Ref no printed on top(Very impprtant). Then you need to pay I think N9 500 for courier to Canada. Once you submit this to the WAEC office. They will sort your certificate and send. If you a copy you can bring along to help ease the search. Once WAEC does its part, UPS will pick up and you will get a message with a tracking number to know when it will arrive Canada. Then you can log on to your WES platform and check update. Note that WES will srnd a letter to WAEC to verify. Once they receive WAEC response, I believe then do the needful. You can track this.
