Federal Road Safety Commission (FRSC) as the Lead Government Agency saddled with the responsibility of Road Traffic Management in Nigeria has identified speeding as a major contributing factor to road crashes and attendant casualties in Nigeria. To create a safer motoring environment which is our core vision, Federal Road Safety Commission in line with the resolutions reached with Standard Organisation of Nigeria (SON), Automotive Council of Nigeria, Transport Union Association and other stakeholders intends to implement and enforce the use of Speed Limiting devices in vehicles starting with commercial vehicles , n ationwide. The legal frame work backing the Commission’s implementation and enforcement of Speed Limiting Device for all categories of vehicles in Nigeria is stipulated in section 10(3) (m) of the FRSC (Est.) Act, 2007 and section 152(4) of National Road Traffic Regulation, 2012.

A Speed Limiting Device is an electronic device fitted in a vehicle (Buses, Trucks, Vans Tankers etc) with a view of ensuring this vehicle maintains a speed limit according to the regulations of the Federal Republic of Nigeria.
Speed Limiting Device operate through electronic sensors and the engine's computer.
A series of sensors detect how fast the vehicle is going, then communicates that information to the engine's computer, which manages nearly all the engine's functions. Once the vehicle reach a pre-determined top speed, the computer steps in and restricts the flow of air and fuel to the engine and even the sparks that cause combustion. Either way, the vehicle will be unable to exceed the top speed as determined by the car's manufacturer.

What does a speed limiting device do?

Why is the Federal Road Safety Commission (FRSC) enforcing the use of the Speed Limiting Device?

One of the major causes of road accidents is excessive speed by motorists. Such uncontrollable speed often results in avoidable accidents that claims lives and destroy properties. So to help reduce the incessant cases of accidents on our highways, the FRSC, in conjunction with other relevant agencies and stakeholders is enforcing the use of speed limiting devices by motorist in Nigeria, starting with commercial vehicles



Yes. All vehicles in Nigeria are required to install the speed limiting device. However, the FRSC wants fleet operators and commercial vehicles to commence the use of the device not later than October 1, 2016. The deadline for enforcement of the policy on private vehicles would be announced by the FRSC in due course.


Is they any penalty for non compliance with this regulatory requirements?

Yes. There are penalties for non-compliance with this regulation and this may range from outright vehicle impoundments to prosecution of the driver/vehicle owner.



How can I request for a speed limiting device?

To request for a speed limiting device, simply contact one of the licensed dealers
The dealer would inspect your vehicle and recommend the most appropriate speed limiting device for it
The device would be installed on your vehicle by the dealer or his accredited agent
Upon completion of the installation, the dealer would forward your vehicle data to the FRSC for installation certificate to be issued to you
