You are absolutely correct. The first priority right now should be how stop the rapid manufacture of almajiris at a geometric rate. Thereafter, we can then think about taking away the ones on the street and rehabilitating them.

I think you got it wrong here. Those boys may not be directly responsible for most of the crimes in that region but they grow up to become ready and willing tools for crime in the future.
And that's where the danger is.
