It is an open secret. They don't even hide or pretend about it. I still wonder why the police has not been added to the list of govt's revenue generating agencies like customs,immigration and firs. They generate as much income as these agencies the only difference being that the income goes to private pockets.

Exactly, transparency international is 100% correct. All the institutions mentioned are most corrupt including private sectors and almost every Nigerian because we embrace it and adopt it as normal. It's a norm in Nigeria to give gratification. And gratification is the grammatical material used to coat the word bribe politely .

National is the most corrupt institution after the presidency perhaps bt what makes it worse is they get paid so much for doing what a simple body or the executive can do by themselves.
