Defense Secretary Mark Esper said Wednesday that he has authorized funding to go toward building 20 miles of wall along the U.S. border with Mexico, the latest move inside the Pentagon toward accomplishing President Donald Trump’s long-promised campaign goal.

The Defense Department had earlier approved $2.5 billion toward more than 100 miles of barrier construction requested by the Department of Homeland Security (DHS) in the El Paso, Texas, and Yuma and Tucson,Ariz. sectors. In an unanticipated development — particularly at the Pentagon — the project was more affordable than initially planned.

“The [Army] Corps of Engineers successfully negotiated lower prices than expected, which freed up money to do more miles,” Esper said during his first press conference at the Pentagon. “It was as simple as that.”

Earlier this year, Congress gave Trump funding to build 55 miles of wall along the U.S.-Mexico border, but Trump declared a national emergency— a move aimed at accessing $6.7 billion in federal funding without receiving Congressional approval. That decision was widely seen as a last-ditch “nuclear option,” and has since sparked legal challenges and rattled the balance of power in the federal government. So far this year, only replacement barrier has been built, not the wall Trump promised on the 2016 campaign trail.

US Secretary of Defence Mark Esper has granted $3.6bn (£3bn) in Pentagon funding to be redirected to help build a US-Mexico border wall.

The money will fund 175 miles (280km) of construction and will force 127 military projects to be put on hold, he told lawmakers in a letter on Tuesday.

Building a border wall was a major campaign pledge of President Trump but it has faced significant opposition.

Tough action on immigration also forms a central part of his re-election bid.

Mr Esper's letter did not use the term "wall" but the border barriers described are likely to be cited by Mr Trump as evidence of progress as he gears up for the vote in 2020.

Last July, the Supreme Court handed Mr Trump a victory in a related case, saying that the national emergency he issued in February allowed him the power to use $2.5bn in defence funds for wall construction while the matter proceeds in courts.

Mr Esper's letter did not say what projects are being suspended but a Pentagon spokesman said about half the money would come from domestic projects and the rest from overseas construction, which will be tapped first.

Pentagon officials on Tuesday said that the Defense Department will take out $3.6 billionfrom 127 existing military construction projects and reallocate those funds to put up about 175 miles of wall. Half the money will come from projects originally meant for the US and its territories, and the other half from international ones.

But it’s still unclear which specific military projects will be delayed by this decision, as the Pentagon said it didn’t want to release that information before notifying members of Congress on Wednesday.

That’s an important political matter. Military construction projects mean jobs and funding for certain districts, many of which rely on that money to sustain their economies. Politicians representing those districts and states will probably not be too happy to learn that their constituents are among those who might be affected.

Senate Minority Leader Chuck Schumer is already irate because he says West Point — the Army academy located in New York state — is slated to lose funds.

“This decision will harm already planned, important projects intended to support our service members at military installations in New York, across the United States, and around the world,” Schumer tweeted Tuesday evening. “It is a slap in the face to the members of the Armed Forces who serve our country that President Trump is willing to cannibalize already allocated military funding to boost his own ego and for a wall he promised Mexico would pay to build.”
