Logic dictates that if NGpatriot attributes the statement to Arla's VP, then El-rufai has no right to brandish is as an evidence of his own performance. If El-Rufai brandishes it rather, then it implies that the factory is being opened based on some efforts (MoU) by El-rufai, part of which is to generate 50k jobs from the terms of the MoU. This renders NGpatriot's initial assertion as invalid.

Also, since you both have no problem with El-rufai using the news as evidence of performance, it follows that the assertion should be open to scrutiny since it's been pursued with public resources which El-rufai supervises. The so-called 100m may be contributory. In that case, we should be sure we're getting value for money.
