There Is No Difference Between Social Media Bill And Buhari's Decree 4 by Nobody: 4:15am On Dec 08, 2019
Drafted on March 29,1984, Decree No. 4 was the most dreaded, most repressive and the last press law enacted in Nigeria. It was promulgated during the military regime of Major General Buhari which did not take kindly to press criticisms.

The law was drafted to punish authors of false statements and reports that exposed the Buhari administration and or its officials to ridicule or contempt.
Section 1, sub-sections (i), (ii) and (iii) of the law - the most formidable section - provided that:
Any person who publishes in any form, whether written or otherwise, any message,rumour, report or statement, being a message, rumour, statement or report which is false in any material particular or which brings or is calculated to bring the Federal Military Government or the Government of a state or public officer to ridicule or disrepute, shall be guilty of an offence under this Decree.

Any station for wireless telegraphy which conveys or transmits any sound or visual message, rumour, report or statement, being a message, rumour, report or statement which is false in any material particular or which brings or is calculated to bring the Federal Government or the Government of a state or a public officer to ridicule or disrepute, shall be guilty of an offence under this Decree.

It shall be an offence under this Decree for a newspaper or wireless telegraphy station in Nigeria to publish or transmit any message, rumour, report or statement which is false in any material particular stating that any public officer has in any manner been engaged in corrupt practices or has in any manner comiptly enriched himself or any other person {Gazette, 1984).

Frontpage Lalastiscala. Buhari used Decree 4 to prevent people speaking against the corruption in his government. And has now repackaged it.

When Buhari overthrew Shagari regime one of the reason he listed was the massive corruption. He later went on to create Decree 4 in March,194 that made it illegal to expose corruption in any form of any member of the government.

I said this from on set that, this bill is meant to silence Nigerians from voicing out irregularities marred the country's governance, and there by robbing citizens of their freedom of expression.

Yes you are right. But it is different from the Unification Decree 34 of 1966, drafted by Prof. Ben Nwabueze and promulgated by Aguyi Ironsi. That is the evil decree that abolished the regional system of government and concentrated all powers to the center. That is the same decree that laid the foundation of the civil war lead by the ill-informed Emeka Ojukwu.

The same evil tribe that abolished the regional system of government is the one shouting for return to regional government. Prof. Ben Nwabueze, Aguyi Ironsi, Emeka Ojukwu, their tribesmen and brethren and their children's children will continue to suffer for their selfishness.

If Decree 34 was not promulgated by Ben Nwabueze and Aguyi Ironsi, we would still be practising regional government, we non-Northerners would not be concerned about the type of laws Northerners make for themselves but Aguyi Ironsi promulgated Decree 34 so that resources from all the parts of the country can be under his control and his tribesmen supported him. Useless thieves.

If your greedy tribesmen had not promulgated Decree 34 which abolished the regional government, we won't even know who dey bear the name Muhammadu Buhari because every region would be minding it's business.

Decree 4 was made to stop the exposure of corruption, so the military leaders could loot as they please. Remember at the time Abacha and IBB, two of the greatest looters the world has ever seen served in the ruling council. Buhari has always supported corruption.angry

He does not want Nigerians to speak against his misrule turning Nigeria to the poverty and corruption capital of the world.

Access Blocking Order” as contained in Section 12, number 3:

The Law Enforcement Department may direct the NCC [Nigerian Communications Commission – the regulatory agency for the telecommunication industry] to order the internet access service provider to take reasonable steps to disable access by end-users in Nigeria.

Internet service providers must comply with this blocking order or risk upon conviction a fine within the range of 5 to 10 million naira [$14,000-28,000 USD].
This order gives the government the right to ban users from the internet critical of government and who exposure the fantastical corruption under Buhari the tyrant.
