Àmòtékùn: Open Letter to SouthWest Governors, Attorney Generals & Lawmakers



Dear Governors, Attorney Generals and Lawmakers of the Yoruba nation, here is my utmost contribution and percieved insight to laws that should guide the: A. Amotekun corps memers, B. The establishments, C. Security database and residential registration and the use of D. Ammunition.

I hope the following provide some insights to the Amotekun Law making:


A. Amotekun Corp members:

i.  Shall not partake in any political activity - before, during or after election - whether when on uniform or out of uniform.

ii.  Shall not serve as private guard or escort to politician, and or any individual of affluence or name.

iii.  Shall not estort money by any mean from people. They should not be involve in any activity that's related to cash payment or reception.


B.  Establishments: there shall be the following establishments

i.  Establishment of special training centers for initiation, orientation, training and for constant re-training of Amotekun corps members. Creation of training manual and exams to ensure proper understanding of international community policing ethics and the understanding of Nigeria constitution and respect for human rights.

ii.  Establishiment of reporting units (and release of phone numbers) for swift action against illegal activities and for reportage of non law abiding Amotekun corps.

iii.  Establishment of swift action and reporting centers (with release of phone number just like 911) for people to instantly make reports of suspicous activities, movement and sightings of likely terrorist and bandit.

iv.  Establishment of collation center for instant reportage by family of kidnap victims about events (surrounding) and information about location of where the kidnapping was done.

v. Establishment of well developed and technologically equipped (world class) intelligence gathering unit for first hand information about bandits activity, and movement monitoring. Knowlegde is power!

vi.  Training on use of drones (mounted with cameras) and satelite technology (using satelite arial pictures) to monitor and discover hideout and movements of terrorist in the southwest forest. The world is more than ever developed, therefor, the Amotekun corps need not to use brute force and risk their live unnecessary at fighting terror but technology-wise and intelligence gardering.


3.  Security Databases and Southwest Residential registration:

i.  Registration of people base on state of residence in the each state of south west and also the collection of free permit at the enterance of every southwest state to prevent illegal immigration to the south western state.

ii.  Every resident of south west should (be issued and) carry south west residential I.D card and or any other means of identification (everywhere they go) to ensure better security of life.

iii.  Proper registration and licencing of all Okada riders and all herdsmen working in the south western states.... Both the locals (westborns) herdsmen and immigrant herdsmen to the south west states must have government issued occupational ID card in conjuction with their southwest residential ID card (if they are also a southwest resident).

iv.  Access to local databases should be given to specially trained Amotekun corps while a kind of limited access to residential's database should be given to all Amotekun Corps in general.

4.  Ammunition:
i.  Gun is very important as it is illogical to create a stick carrying Security corps and expect them to provide protection against terrorist and bandits with sophisticated weapons. However, proper orientation trainings should be conducted for the corps on use of firearms. Allocation of and movement guns should be properly regulated and strong law should be in place to curb improper use and distribution of guns by the Amotekun corps.

UncleAyo you have made some excellent points, but let me point out that points 3i and 3ii are not feasible considering the current state of the nation.

3i flies against the constitutional provision allowing Nigerians freedom of movement across Nigeria.

3ii will counter the federal government's own efforts to register all Nigerians.

What happens to Yoruba people living overseas who come home for holidays? Will they be harassed if they don't have an ID Card?

3i and 3ii can only be achieved if Yorubas had an independent nation of their own.

I particularly like that you suggested that members of the outfit should be apolitical and shouldn't serve as body guards to anybody, even elected officials like the governor or private citizens like the royal fathers.

If I may add that the outfit should be placed directly under the jurisdiction and authority of the judiciary I stead of executive.

This way, they won't be influences by the governors.

Budgetary allocations for them will be determined by the legislative.

Policy execution for their continued growth and training will be done by the executive

While the judiciary will directly control their activities.

I think I trust the judges better than the governors.

The three arms should be made to take part in the sustenance and maintenance of this outfit.

Then I think the DAWN Commission should make WNSN bigger and more techno savvy. They should be charged with operating the drones and be charged with gatheirng intelligence, keeping intelligence and distribution of such intelligence to the appropriate quarters especially to Amotekun on the field, on a need-to-know basis.

see, your useless SW governors have gone to sit down with your Fulani masters to discuss your Amotekun. I pity anyone who signs up for that stuff.

anybody who attacks an Amotekun officer is to pay a fine of N250,000 or spend 1 month in jail. This is a law they have agreed upon already.

The Fulani will just sell one or two cows and kill like 2 Amotekun cats for dinner everyday. Imagine the type of arrangement your governors have set out for you people.

I like your input very much, good forward thinking. There are few things to tweak.

There are peculiar things we need to mind at this peculiar time in this peculiarly messy country. I have heard many of my brothers and sisters, in their desperation and frustration, suggest that some of the plans under way in Western Nigeria are less likely to succeed due to the political definition to our nationhood.

Everyone has lost faith in Nigeria. The first to loose faith were the Northerners. Bokoharam is a grand-stand against the Nigerian nationhood and Northern elites backed it initially and even viewed bokoharam as the load-balancer against the excesses in Niger Delta. We know, going back as far 1964, that Niger Delta had always grieved their oppression and were the pioneers for secession, post-Independence....so they never had any faith in Nigeria to begin with! Their struggle in the late 90s and 2000s were a continuation, monopolizing security gaps to negotiate a settlement for their cause.

Bokoharam cannot justify its agenda for righteousness under the Islamic flag. It is impossible! Even the King of Saudi Arabia, who the Islamic world recognize as custodian of Islamic Faith will never dare come out to wage a war of righteousness. Never! Islam is about uprightness, and not righteousness. I'm an Islamic Scholar, I know! Bokoharam is guilty of the same atrocity that Usman dan Fodio is accused of - terrorism and banditry. Bokoharam's rejection of Nigeria is the voice of the Northern spirit. They believe in the supremacy of Islam...and that a Muslim must be the head in any joint-ownership. If a Muslim is subordinate to another faith it is viewed as shirkh...an abomination, a taboo! This explains why Sultan is head in any socio-cultural organization he is a member of. Since our return to democracy North has lost out many of the advantages installed by successive military regimes. Sultan was never head of traditional rulers in Nigeria...military made it so. There was never a Supreme Council of Islamic Affairs....military created it and put Sultan as head of muslims all over Nigeria. They so much believe in this principle of Islamic supremacy that it is also instituted into political appointments as well military hierarchy. Democracy is a liability for North and is why I have forecasted that military will take over again before or shortly after Buhari, but they will not stay long before they hand over power for succession by another Northern politician. It happened multiple times before and heaven did not fall...patapata international media and leaders will shout foul...but will soon keep quiet and mind their own business....petro-dollar talks, bullshyte works!

Yoruba has not yet lost faith in Nigeria. This is what frustrates many of us. The reason we are holding on to Nigeria is because we stand to loose the most, were Nigeria to break up abruptly. Nigeria has no leadership discipline, therefore its break up will be just as undisciplined or worse. Have you ever seen a building on fire and everyone is scampering to get out? In the panic some people grab their pillow...but left their child inside. It was not intended...it is an undisciplined moment...a moment of combination of disorder and rush! Few people run out before they realize they are naked. One person grabbed shoes, of opposite foot and kind. It is not them...the fire sacked everyone as they were! An abrupt and dysfunctional break up of Nigeria will be worse because many people will rush banks and stores and crime will prevail. Criminals will fill in the leadership gap and they become the ones issuing orders. Did you not see Sierra Leone, did you not see Liberia, did you not see Congo? Yoruba cannot afford that! We need a structured and ordered break down and break out of Nigeria. This is why we hesitate.....we have the most to loose, other ethnicities have nothing to loose. This is the difference!

However, there is consensus that we need to insulate our people and land from the general madness...this is why Amotekun had such a complete acceptance and rejoice throughout Yorubaland. Amotekun is the insulation. Behind it will come many other building-block programs. If we cannot get Nigeria to behave, we can insulate ourselves against its madness. If it fails to respect the insulation, then we will already have a force and we will pre-empt the assault.

I will talk more and next segment will focus on Amotekun precisely.

Lets be mindful when we talk Yoruba politics and ensure we dot i's and cross t's. Ok?

Amotekun covers Western Nigeria, and not SW zone. So lets drop SW when discussing Amotekun and speak of it in terms of Western Nigeria.

Now, Yorubas are at home in Western Nigeria. We are not at home anywhere else, we are only sojourning as a resident.

Can you name for me anywhere outside Yorubaland where Yoruba sons and daughters have sunk in billions of dollars in capital investment? You cannot find it.

If Yorubaland lock Dangote out thats the end of his business empire. If Yorubaland lock Ibo out thats the end of their livelihood. Such a action will be tantamount to another life threatening blockade.

There is no where outside Yorubaland that can restrict our livelihood and progress with same depth of power and monopoly we have over others.

Yoruba has never turned against social progress, we are natural builders of society and civilization. So Yoruba will never take action against livelihood of our dependents unless first these dependents become a threat to our own safety and security on our land. We will continue to promote our interests and theirs towards a more civilized society and progress.

In a non-ideal situation where law and order breaks down and a state of social dysfunction takes over, Dangote will not just walk away from all his investments in Yorubaland and Ibos will not just vacate, abandon their lifetime investments and return East....no, they will become distressed.

Dangote oil refinery in Lagos will be distressed, his cement and other mills in Ogun, Osun, Oyo will be distressed. Isiaku Rabiu has vast investment in Apapa and at the ports, all will be distressed.

Ibo investors like Coscharis, Ubah, Retd Gen. Nwachukwu, Chief Obiora, and many more, will be distressed.

So in addition to finding solutions to Yorubas coming home from other regions, we will also be forced to address the question of survival to people of other lands who will not be just walking away. They will look to us as their new surrogate nation....and like I said, Yoruba is great because we have never turned our back against challenges of civilization.

When I say we have a lot more to loose than others, its not interms of nominal count....but rather on the scale of social burdens that we must own so that life is supported for those who ordinarily will become collateral loss if Nigeria sinks into a dysfuncrional break down and break out!

Dear Governors, Attorney Generals and Lawmakers of the Yoruba nation, here is my utmost contribution and percieved insight to laws that should guide the: A. Amotekun corps memers, B. The establishments, C. Security database and residential registration and the use of D. Ammunition.

I hope the following provide some insights to the Amotekun Law making:


A. Amotekun Corp members:

i.  Shall not partake in any political activity - before, during or after election - whether when on uniform or out of uniform.

ii.  Shall not serve as private guard or escort to politician, and or any individual of affluence or name.

iii.  Shall not estort money by any mean from people. They should not be involve in any activity that's related to cash payment or reception.


B.  Establishments: there shall be the following establishments

i.  Establishment of special training centers for initiation, orientation, training and for constant re-training of Amotekun corps members. Creation of training manual and exams to ensure proper understanding of international community policing ethics and the understanding of Nigeria constitution and respect for human rights.

ii.  Establishiment of reporting units (and release of phone numbers) for swift action against illegal activities and for reportage of non law abiding Amotekun corps.

iii.  Establishment of swift action and reporting centers (with release of phone number just like 911) for people to instantly make reports of suspicous activities, movement and sightings of likely terrorist and bandit.

iv.  Establishment of collation center for instant reportage by family of kidnap victims about events (surrounding) and information about location of where the kidnapping was done.

v. Establishment of well developed and technologically equipped (world class) intelligence gathering unit for first hand information about bandits activity, and movement monitoring. Knowlegde is power!

vi.  Training on use of drones (mounted with cameras) and satelite technology (using satelite arial pictures) to monitor and discover hideout and movements of terrorist in the southwest forest. The world is more than ever developed, therefor, the Amotekun corps need not to use brute force and risk their live unnecessary at fighting terror but technology-wise and intelligence gardering.


3.  Security Databases and Southwest Residential registration:

i.  Registration of people base on state of residence in the each state of south west and also the collection of free permit at the enterance of every southwest state to prevent illegal immigration to the south western state.

ii.  Every resident of south west should (be issued and) carry south west residential I.D card and or any other means of identification (everywhere they go) to ensure better security of life.

iii.  Proper registration and licencing of all Okada riders and all herdsmen working in the south western states.... Both the locals (westborns) herdsmen and immigrant herdsmen to the south west states must have government issued occupational ID card in conjuction with their southwest residential ID card (if they are also a southwest resident).

iv.  Access to local databases should be given to specially trained Amotekun corps while a kind of limited access to residential's database should be given to all Amotekun Corps in general.

4.  Ammunition:
i.  Gun is very important as it is illogical to create a stick carrying Security corps and expect them to provide protection against terrorist and bandits with sophisticated weapons. However, proper orientation trainings should be conducted for the corps on use of firearms. Allocation of and movement guns should be properly regulated and strong law should be in place to curb improper use and distribution of guns by the Amotekun corps.

I don't usually comment on local politics but could pls justify your claim. How does having 87% of the poverty translate to your claim? BH, bandits, illiteracy, among several others
