That's a stupid arguement. Nobody loses anything because the land until they sell. The governor can already confiscate land for what ever reason. Prolonging use laws only harms investment in sector wheather you're selling or not.

None of that matters to you because you actually care about the economy or individual liberty. Most of you too dense for your own. First it's about ruga then you shifted goal post. Continue to be a mumu for your state governor.

Section 22 of the LUA prohibits any person to whom the Governor has granted a statutory right of occupancy from assigning, mortgaging, transferring, subleasing or howsoever adversely dealing with the land against the terms of grant, without having first had and obtained the consent of the Governor. 
Under the LUA, each transaction will need to be signed off by the Governor, to approve land for the developers. 
Also, should those RSA holders seek to mortgage their titled property as collateral to obtain loans, they will need to get their assignment signed off by the Government. This makes Home Equity Line of Credit as a financing option very expensive in Nigeria. 
The LUA leads to transaction bottlenecks, is cumbersome, tiresome and creates  “negative wealth” as all land without C of O cannot be brought into any formal transaction.

What I still don't quite get is "when you say the land should be transfer to the people" do you mean the local chiefs, the subsistence farmers that has been using the land for ages or divided among all the indigenous families that can lay claim to that locality-eve at this, how will the land divided among these families?

I'm in support in giving the land back to the people because that will allow farmers, property developers and the general public to use the land more meaningfully for general economic activities but I want to know how this land will be distributed among people.

Government and individual investors buy land all over the place. The japanese did the same in the 80s in the us. The chinese do it now in Canada and Australia. They'll simply bid up the price and help those hungry Africans. The government csn also dissuade rampant foreign ownership with laws and taxation on their purchases like Canada does.

The President said he was rejecting the Nigeria Inland Waterways Authority Bill based on the issue of funding and overlap of functions.

According to him, “The comprehensive definition of the Nigeria Inland Waterways covers virtually all rivers, lakes and lagoons irrespective of the location of the body. The bill contradicts provisions of the constitution which limits the power of the National Assembly to make laws in relation to water from sources affecting more than one state of inland waterways which has been declared to be an international waterway or inter-state waterway.

My personal method if I were in charge of Calabar or a Nigerian state: Demolish everything and compensate all home owners with equivalent money or land & house in the final product of the city planning .
My main concern and focus is on the city planning and structure itself ,not necessarily the land ownership. I'm undecided ,but I feel government should own all lands and only sell or lease large acres to property developers. Building codes and zoning laws are mandatory .

You dont seem undecided since you restated support for position. You want the government to own all the land because you're not in favor or private land ownership even though it lead to dead assets, higher transaction cost, bureaucratic red tape, agricultural unproductivity etc. The government already has the power you mentioned and failed miserably in the housing sector. Simply put if therw were less hurdles to property development the market would step in naturally.

The role of local and state government should be to regulate real estate development with zoning laws, building codes and keeping title history. The idea of the state buying up all the houses and starting over isn't feasible. Alot the land is farmland so you're not going to just replace it. Did you even consider the market for these properties?

Ps: it's weird you guys comment of thread about land ownership but dont have thought out positions on the subject.
