1.I would like to speculate that the DSS and the NIA have long since infiltrated Boko Haram ...and are supplying our government with intelligence. (Won't be surprised that Foreign intelligence agencies too have been giving them word as well)

2.There are several organizations, including the Red Cross that help the government negotiate with Boko Haram, and sometimes Boko gives them information, or they get the information from their sources within the organization.(Again intelligence bodies may also be involved...eg Swiss intelligence was involved in negotiations that helped result in the freedom of some of the Chibok girls..)

Who even give a f*** about negotiating with terrorist at a time like this?
