It's just a warning notice to avoid inconvenience, you can pay with your credit card that matches with the names on the passport, you can pay for someone too but have to present/attached an I'd card or driver's licence to verify the owner is aware of the payment.

Nothing strange here other than the merchant informing you that some international credit card companies "might" decline use of their credit cards on some Nigerian merchant sites. Just the way some Nigerian bank debit and credit cards dont work on some FX/ crypto currency trading sites. Asides that, some Nigerian merchants and especially this site may generally prefer debit card payments especially to counter cases of charge backs and stories associated with Credit cards.

In many international merchant sites not even Nigerian, you may have to call your bank to allow the credit card payment through.
Only difference here is the merchant (Nigerian immigrations) is giving you a heads up that it may not work.

Not all CCs automatically work on all merchant sites. It has nothing to do with Nigeria or what not.
Is this why PayPal is refusing my Visa Card, telling me to contact my bank even though I have contacted them and they said nothing is wrong with it? Because this is just bad.

OP is raising false alarm. I used my CC to pay UK Visa fee and it was rejected. I had to call my bank to authorize the payment before It was allow to go thru. Most bank will reject international transaction if said account does not do international transaction foro security purposes

OP is not raising false alarm, countries where credit card is rampant are most monitored and transactions are subject to approval, for example, European banks intentionally blocked the use of their credit card ( especially Visa and Mastercard given out in Europe) in the United States, if you traveling to the USA you must apply to your bank to temporarily open your credit card for usage while you are there. That's no brainer, Nigeria is also on the list of monitored countries.

It's not assumption, I grew up and schooled in Nigeria and I know where the knowledge there ends, I don't believe in let do with what Nigeria have when we can do more and go higher, it's only people like you will believe EFCC boss is being questioned when DSS already released a statement denying what you come here to defend, please I am not lazy and slow in thinking.

I accused him of raising false alarm cos he made it look like his card was declined cos he is a Nigerian and that was why I gave my experience. It does not matter where you are from, if your bank suspects fraud, your bank has the right to decline the use of your card.

Exactly, that's duty of a bank for sure to protect its customers and protect its product. Also it's the duty of the Nigeria foreign affair/immigration to make Nigerians aware to avoid inconveniences hence that notice, I have made payment with credit card there without hassle, when my wife used hers they requested for ID to make sure she is really the one making the payment and not some fraudulent person using her card.

yeah u're right, but I think as the case of scam frm Nigerians persists there's extra security in the use of a credit card for any transaction. Not only on passport/visa.
