Yes, govt can't employ everyone but don't forget that the N-Power scheme is divided into two or more components.

Youth trained as teachers should be offered pensionable jobs based on their training and orientation while the non graduate should be empowered with fund to start a meaningful business.

This should be the approach of a sane govt in tackling economic challenges.
