They can follow you around...But they'll delay you and the movement.

Because they'll either stop to smell things around or run faster when they get barked at by other others around and making you go back and forth.

So it's better to control it with a leach.

It depend, is ur dog a pet dog or guard dog. If it stay with u inside ur house then it possible but if it stay outside and always on chain. Bros no try am. It will hurt someone in the Street

there are lots involved if you want to Walk your dog off leash. you'll have to teach it to always answer you when you call. you can achieve this by giving it a treat every time it answers. then you'll walk it with a long leash, give it the feeling that it is free then you'll observe it's behaviour and see if it follows you. if all these are in check then you can go off leash starting from a short distance then you can proceed further.
