if you can go to Isolo, the local government at aswani market, the centre there is working but they attend to 20 people per day. you need to put down your name on a sheet and check the date you would be attended to.

It can be already processed one because as at last week that guy was asking questions about how to get a passport urgently in order to use it for one exam like that.

I went to get it two days later.

I took my the slip for the school stuff to Ikoyi, with the date on it
When they saw that it was urgent, they did it.
I went there to meet the PCO on the 9th, got it on the 11th.
