PIC manages funds for about 1 million south Africans, including a few whites. That's not very significant in a 50m populated country. Now that's not the problem. It's still quite impressive if it has $200bn under its belt. That's like times three of the economy of a country like Kenya.
The problem is that the PIC is corrupt and puts a lot of money into the pockets of few elite blacks. It's not very inclusive, meaning it's not the answer to the question of inequality in South Africa.
