They didn't even do anything. It was demolished over a rumour of an event that was cancelled before the supposed date.

How do other countries handle this?

1. Basically you lose your business license and cannot use the property as a hotel again. But you can apply for other use types, such as residential

If the offense is so egregious

2. You can break down the property if 'building codes' where violated, not 'use type violation'. Or the building is structurally defective, city pulls it down and bills the owner

3. For use type violation, you go to court for a seizure order (maybe drug use, or trafficking or prostitution but definitely not party)

4. You can argue in court that you incurred expenses to stop the violation or the seizure is for the greater good of society. The judge may or may not agree.

But that's the only way you can demolish a structure here, if not the owner will go to court and sue the government to get compensated for the building, loss of business, reputation and emotional damage.
