That was before. You can now apply for 2 years Post study visa after you successfully graduate in your MSc programme and 3 yrs for PhD.

They require IELTS from me.

Yes he can. Hell need to apply for dependants Visa. He needs account statement, marriage Certificate, your Vingette, TB test result, pictures of both of you together (I dont know how necessary this is, but its adviced) any other thing I'm missing please others can help.

You'll need his tb test result, evidence of your permission to stay, statement of account, marriage certificate, wedding pictures and communication evidence like call logs and chats.
