THE EMIR OF KANO SENDS HIS INSULTS
Sitting regally on an elevated chair, heavily hooded in conflicting colours, looking blank and unemotional and acting pretentiously harmless, Emir Ado Bayero of Kano, having conveniently installed a translator in spite of his erudite and educated background was determined to milk this ambush he had set up for Oluremi Tinubu, First Lady of Nigeria who had been invited to commission a Hall of learning in Kano. Hardly had the First Lady taken her seat before His Highness launched his mischief: “The hunger and starvation didn’t start with this government but the situation has become more alarming and needs urgent attention. “The issue of insecurity is another serious problem we are facing. I know your government inherited it, but something more serious should be done to take care of the threats.”

This was far too unusual to be expected both in message and in means of communicating it. Why would this highly educated leader choose to communicate with the First Lady in a language meant for his local audience? Why do it in very untraditional way as his culture does not factor a wife in communication with male spouses in matters of State? Why do this through unorthodox means when more traditional and formal methods abound for him. The Governor of the State in attendance is always available to send to the President; Kano has Ministers in the Government and Kano Senators and House members are very many to oblige his royal majesty. The Monarch has the President’s direct red lines. No doubt, the man is engaged in sinister moves to embarrass and escalate the distance between the good people of Kano and the President of the Country. Then, as if reading the First Lady’s enquiring thoughts, he quickly added: “Although we have several means of communicating to the government on our needs and requests, but your way and means is the surest way to tell the President the actual happenings in the country,” Surely, This message was one of opportunism, delivered to the people to hang President Tinubu up as architect of their age-old hunger and designer of their self-inflicted insecurity. So, this naughty, unkind and insulting platform was structured for mischief to waylay and subject Mrs Tinubu and the President to embarrassment and perhaps engineer an insurrection for an illegal change. Was there a time he tried this with Mrs Buhari? Could he have dared this reckless adventure with Obasanjo? If Bayero’s intention was for the welfare of the poor, his next words would betray his true intentions: “We are receiving series of messages from our people. One of such messages is the much talked about relocation of CBN and FAAN to Lagos. I think the government should come out clean on this matter and talk to Nigerians in the language they would understand.

Now, what is the business of the Emir of Kano in the internal reorganization of the CBN and the movement of personnel of the FAAN, a department of the Ministry of Aviation? Is that his duty, responsibility or any of his concerns? What is Abuja to him? Is Abuja a Kano satellite city in Northern Nigeria?

THE SULTAN OF SOKOTO SENDS HIS THREATS

A few days later, February 12 2024, the Sultan of Sokoto His Eminence, Sa’ad Abubakar led a robust meeting of Northern Emirs to send threats to the President. Not waiting to take a pause, raging like a bull and breathing like a bull fighter, the monarch sent a direct threat to President Tinubu: “Let’s not take it for granted; people are quiet, they are quiet for a reason, because people have been talking to them; we have been talking to them, we have been trying to tell them things will be okay and they keep on believing. I pray to Almighty Allah that they will not one day wake up and say we no longer believe in you. Because that would be the biggest problem, because we can’t quieten these people as traditional, spiritual leaders and diplomats forever.”

ARE THE YORUBA BITING A BAIT?

Before you can shout ‘hey’, rallies had started from Minna in Niger State. But in a bizarre twist, the Yoruba base of the President had been organized into a cauldron of protests. “ Ebi npa wa” was now the new slogan on the streets of Ota, Ibadan, Ekiti and spreading. The best journalists and writers in Nigeria, of Yoruba stock have become opposition leaders to the Tinubu Government, not realizing they are being recruited to hand over Government back to those who ruined it. Television Station of the opposition like ARISE news had taken up the challenge. But more alarming was the infection that gripped Imams in mosques and traditional poets called ‘Akewi’ all Yoruba. The Yoruba have been cursed again. The Fulani did this to Oyo Empire and inherited Ilorin forever. It is like the Yoruba have been hypnotized once more.

POOR IMAGE OF GOVERNMENT

The Government of President Tinubu suffers from two serious recruitment lapses. The Chief of Staff brings a huge image baggage. He gallivants openly all over the place launching this and donating that. And a foul smell of rumoured immoral acts circle around him like a rotten egg. Few people remember that General Abdullahi sat in that office for Obasanjo because he never showed his face to the public. General Arogbofa, now late served Goodluck Jonathan but nobody knoew him or that the erudite and internationally experienced diplomat, Agboola Gambari was Chief of Staff to President Buhari. They did their jobs behind camera lenses and showed us that the job of Chief of Staff is a serious support mechanism for the President. More serious still is the recruitment into the Information system of Government. You can recall the very effective team of Dele Alake, Festus Keyamo and Femi Fani Kayode giving to Atiku and Obi more than they took during the election. How did this Government come up with that rookie, that light skinned journalistic sophomore? Can you compare the Information team of Buhari consisting of that irrepressible Garba Shehu, that restless Femi Adesina and oh, Lai Muhammed to that of President Bola Tinubu?

ARE YORUBA PEOPLE OUT MANEUVERED AND OUT DRIBBLED AGAIN?

Because of this vacuum in Government with nobody to explain what is happening, even the traditional base of the President, the Yoruba Nation, is now at the forefront of organizing rallies against him. The South West is now organizing to sabotage the Government which should demonstrate to the entire nation, the dignity of the values of Governance we have always accused others of neglecting. Now, the Fulani are encouraging Yoruba to sacrifice their boy in office for eight months, Tinubu, when they protected their own, Buhari for eight long years. And without thinking, the Yoruba are pledging their loyalty to those who will never do harm to their own. Let me explain this with a song. It is a Yoruba folklore modernized and made popular by legendary Fela Kuti.

Translation:

It was a season of hunger in the animal kingdom, a pervading environment of an all-encompassing famine and scarcity. The North have now hidden Muhammad Buhari from blame and protected the reckless man from the anger of the people but the Yoruba have now brought their own forward for sacrifice. There is a saying in Yoruba. “ Ààbò òrò la n’so f’ómólúàbí, B’ó dé’nú’è, á d’odindi.” A wise man needs only a few coded words to interpret the sense in a message.

ARGUMENTS AND ROOT CAUSES

Now these are the simple explanations Tinubu’s Government information team find difficult to articulate.

INSECURITY

No President initiated the importation of violence into the South and middle belt and indeed into the North West until President Muhammad Buhari and his cohorts like Governor El Rufai approached and encouraged the nomads of the Sahel to settle forests bringing cows and AK47. The Bandit and herder insecurity accompanied with violence, kidnapping was a Northern leadership initiative that backfired on the entire nation. Tinubu while doing his best cannot stop this overnight.

NATIONAL POVERTY

When core North Emirs complain about a government, 8 months in clinical exercise of corrective surgery on the harm and injury inflicted, pretending that they are not aware of the history, that while all this recklessness was going on, that they did not partake and enjoy it, we look and pity them. Buhari became president May 29 2015. He inherited a foreign reserve of 29 billion dollars. Between 2015 and 2023, he had vacuumed this fund and borrowed 32 billion dollars. From external debt of Jonathan of 10 billion dollars, Buhari left 43 billion dollars to Tinubu. These Emirs all enjoyed the carnival when it lasted.

EXPLODED INFLATION

That the Country is awash in Naira with few goods and dollars is the damage left over by the Buhari recklessness, printing 30 trillion Naira by ways and means, like Idi Amin of Uganda. When a few years ago, Godwin Obaseki, Governor Edo State and experienced Banker to boot cried out that Buhari with Emefiele were printing Naira recklessly, people accused him of politicking. Here we are, our beloved Emirs!

GOVERNORS AND DOLLARS

Now with huge revenue from Petroleum subsidy savings, our Emirs are yet to ask their Governors what they are doing with these billions. They dare not otherwise their Local Government Chairmen will remove them like a cancerous cell. These Governors are stocking dollars into their huge Babanriga and the Emirs know it. But they can blackmail Tinubu because of their contempt for presidents other than Northern ones.

MERGING OF DOLLAR OFFICIAL AND PARRALEL MARKETS

This is the margin business feeding both the lazy but connected elites and their salesmen mallams, all making billions from arbitrage. They want to protect the fraud as it is so lucrative and important for their survival. You can smell these from the fumes coming out of the Emefiele scandals.

FUEL SUBSIDY

This needs no further explanation. The nnpc is a cesspool of corrupt subsidy. And only Northerners have been permanently planted here from time immemorial. The elites who harvest this crime feed some of these traditional rulers regularly. They are therefore seeking a reversal and need these pressures.

RELOCATION OF DEPARTMENTS TO LAGOS

In the eight ethnically driven years of Buhari, the children of the elites of the core North have been squeezed into lucrative positions of Government in Abuja. These spoilt kids do not want to relocate to elsewhere where they can be useful. They with help from their parents are putting pressure on Government through these Emirs and other influential people to leave them be. What is the business of banking supervision in Abuja when all the banks are headquartered in Lagos? How about in aviation; Emirate, British Airways and all other Airlines are headquartered in Lagos. What are the inspectorate departments doing in Abuja? Is this rocket science or quantum physics that Government cannot explain?

FINAL SOLUTION

Nigeria must begin the process of planning a new arrangement of association now and the President must be a statesman rather than a politician. You can call it what you want; restructure or reprogramming or anything. No single federal government can bear the burden of responsibility in this rickety ‘BOLEKAJA’ vehicle we are all squeezed inside and chocking convulsively. Whoever believes he can delay the process for a future political opportunity must be humble for only God knows the pictures tomorrow may paint. The work of redistribution of power and responsibility; the redesign of association based on fairness and creating a culture of competition among the federating arms can only happen when these federating organs are freed up.

It's just unfortunate that our elites have normalized these things. Even if Cardoso succeeds in purging people like Ndume's daughter out, they will most likely be replaced with children of other elites who will come with their own attendant issues.

What happens to CBN doing normal recruitment like normal companies like banks, big 4's, oil & gas companies and other multi nationals? How will they get the best hands when they only recruit children of elites who get the jobs based on their parent's influence?

Nigerians get talents o. I will never forget one guy I met at the assessment center of one of the big 4's, that guy ran 2-degree programs at the same time: one in pet. engineering and the other in geology in different schools. He made first class in both, got scholarships while at it, has so many skills like well drilling, video editing, web development, etc. It's sad that someone like him will never get a shot at CBN, nnpc and FAAN job, but a child of a politician who graduates with a lower in any funny course will get the job.

70 people were recruited into NUPRC without anybody knowing about it here for two consecutive years. It is well. People are too secretive. They only come when they need info and as soon as they get that info, that's the end. They never come to share their testimonies nor helping people who are in dire need of help regarding the recruitment. I pity those who are sharing vital information here, without knowing they are taking their available slots. I wonder why there's no new vacancies announced so far. Let just apply wisdom to our dealings.
Dem feel it deir basic right of entitlement to cm seek info n once Dem get it dey disappear. They don't know because of info, sm people does lose job offer. Imagine ur job offer is ready n den a connect call d head of an organization to insert a certain candidate nd boom, a candidate without connect gets replaced.
It sad, none of Dem evr com bck to bring in testimonies or share infos.

Biography of TJPF founder Sir Dr. Thomas M. Asuquo John:

Sir (Dr.) Thomas M. Asuquo John, Ph.D., was born on the 21st of December, 1938, in Cobham Town, Calabar. He was born into the family of Surveyor Theophilus John and Madam Josephine Makamba John. After graduating top of his year in 1959, from St. Patrick’s College, Ikot Ansa Calabar, he went on to win a scholarship from the then Czechoslovak government, to read Chemical Engineering at the country’s esteemed Institute of Technology in Prague. In 1963, after becoming proficient in the Czech language, he commenced studies at the faculty of Process and Automation. In 1968, he had the distinction of being the first African to graduate from the institute, and at the top of his class. He won the institute’s highest honour for academic achievement.

Dr. Thomas M. Asuquo John would go on in 1970, to win the distinguished Commonwealth scholarship to Queen University in Kingston Onatrio, Canada. There he worked at Depuis Hall, Queens University, under the supervision of world renowned kineticist, Professor Bohdan Wojciechowski. His objective was to develop a kinetic model for catalytic cracking of gas oil. He accomplished this task in forty four months, and published three scientific papers. He became the first student up to that point, to obtain a Ph.D from Depuis Hall in less than sixty months, the average time on record at that time being sixty months.

In 1973, a delegation from the then Ministry of Mines and Power headed by Chief FRA Marinho, visited Canada on a recruitment drive. Dr. Thomas M. Asuquo John was interviewed, and the following year, he was offered employment at the Nigerian National Oil Corporation (NNOC). The Federal Government of Nigeria, as dictated by the Philip Asiodu National Economic Plan, had decided to construct two state of the art refineries in Warri and Kaduna. Dr. T.M John, as he became commonly called, was appointed as one of the Project Engineers. This would begin a long distinguished, trail blazing career in the petroleum industry, coursing through four continents, and culminating in being appointed as Group Managing Director of the Nigerian National Petroleum Corporation (nnpc) on April 21, 1990 by the then President General Ibrahim B. Babangida on the recommendation of Professor Jibril Aminu, Honourable Minister of Petroleum Resources.

There would not be space enough to detail the achievements of Dr. Thomas M. Asuquo John, but the following summary serves to give some insight into the magnitude of his service and accomplishments:

1980: Appointed as the first Refinery Manager of the Kaduna Refinery. He ran the refinery for five years, during which time he conducted three successful turnaround maintenance. During his five year tenure as Refinery Manager, the refinery produced a full range of petroleum products, petrochemicals, asphalt for road construction industries and petroleum wax.


1985: General Manager and Coordinator of Nigeria’s Petrochemical sector.

1988: Successfully commissioned the Warri Carbon Black and Polypropylene petrochemical plants. Successfully commissioned the Kaduna refinery Linear Alkyl Benzene petrochemical plant. Linear Alkyl Benzene was sold to detergent manufacturing company NASCO within Nigeria, and Carbon Black was sold locally to Dunlop, as well as exported to France.

1990: Headed a dedicated team, who after meeting all the requirements of the World Bank and IMF (which included the proposal of a viable locally crafted design basis of the complex), enabled the Federal Government to obtain international financing for the Eleme Petrochemical Complex.

1990: Appointed Group Managing Director of the Nigerian National Petroleum Corporation (nnpc).

1991: In order to provide a site for an LNG plant, he had to successfully negotiate the relocation of the inhabitants of old Finima from their ancestral home in Bonny Island, to the new Finima. He supported the LNG multi-national project team, to meet all the other conditions precedent required, to construct an LNG plant.

1991: He was responsible both for obtaining a site in Calabar, and for the construction of a jetty at the site, to receive petroleum products for the over ten year unutilized Calabar tank farm.

1991: He was responsible for the design and construction of Phase 2 of the pipeline project, which ensured refined products distribution to all parts of the country.

1992: Obtained approval from his Minister of Petroleum, Prof. Jibril Aminu, for the choice of the design of the nnpc Towers (corporate headquarters), and its construction.

1992: After retiring from nnpc, Founded Hydropec Engineering Services Ltd (HESL). Hydropec engages in petroleum consultancy services, and water resource management. HESL drills boreholes for water and treats the water using a chemical free proprietary process which ensures quality water.

1998: Nominated by the then Chief Olusegun Obasanjo to serve on a Task force preparing Blue Print on the oil industry. Later, he went on to serve on the presidential Advisory committee on Petroleum and Energy.

2016: Twenty four years after his voluntary retirement from the Nigerian National Petroleum Corporation (nnpc), the Nigerian Government re-invited him to the Board of nnpc as a non-executive director.

2019: Dr. Thomas M. Asuquo John was appointed Acting Alternate Chairman of the Nigerian National Petroleum Corporation (nnpc) governing board, by the Nigerian Government.

Present Times: Dr. Thomas M. Asuquo John, has served on the Board of numerous companies. Presently amongst the board of other respected companies, he serves as a non-executive member, on the Board of South Atlantic Petroleum Company (SAPETRO).

John had decided in 2004 to devote his life to promoting prostate cancer awareness and screening. He embraced this mission as a way of showing his gratitude to the Almighty God, for sparing him from prostate cancer, through the early detection of the disease. Dr. Thomas M. A John knew that whilst he was fortunate enough to have had the knowledge and means to have his prostate screened, there were many of his fellow Nigerians, who did not.

The foundations activities are run by Dr. Thomas M.A John, committed members of his Board of Trustees, dedicated foundation staff, religious organizations, benevolent medical doctors, nurses and various health care personnel.

To date, the Thomas John Prostate Foundation has provided free prostate cancer screening to tens of thousands of men in Nigeria, and free prostate cancer treatment to hundreds.

MELE KYARI'S CORRUPTION CASES ALLIGIANCE TO BUHARI CABAL SABOTAGE AND DESPERATE MOVE FOR ANOTHER TERM

The first and current Group Chief Executive Officer (GCEO) of the Nigerian National Petroleum Company Limited (NNPCL), Mele Kyari, has continued to employ a potion of lies and misinformation and tact to cover his corrupt undertakings in Nigeria's Oil and Gas sector. He has an aptitude in the art of fraud/deceit in the last four years in office. He has compromised corporate governance. He has continued to act and dance in the gallery. To perfect his plans, he continued to exhibit extraordinary energy in state functions outside the mandate of NNPCL, aimed at appeasing the Presidency by all means at all costs. All this is to distract Tinubu's attention from his past corruption schemes and also to gain favour for another term.

However, there has never been crimes without tracks the world over. He is a musketeer who dances naked in public. He poses to the public as an upright administrator. Meanwhile, his corruption imprints are unprecedented. He is being referred to; as the cat with nine lives, considering how he was spared by security, law enforcement, and anti-corruption agencies during former president Muhammadu Buhari's regime. Given that, some members of the cabal were his key benefactors, he became their adopted son, and his/their enormous corrupt practices are shielded to date. Paradoxically, the cabal, that hitherto fought President Bola Ahmed Tinubu's quest for Presidency has strategically left a "son" behind, and the milking continues.

Now, to him, as he still occupies the seat, is an opportunity to consolidate. He travels to all places that matter, armed to the teeth, with his briefcase, reaching and holding nocturnal meetings with all persons of influence with unfettered access to the presidency, to secure another term as GCEO NNPCL. It was gathered from impeccable sources within and outside the corridor of power that Kyari was deploying his past corruption to get the deal done.

In the same vein, it was discovered that Kyari didn't leave the President's closest/trusted aides aside. He is doing all of this to perfect a whole concept deal on his mission. Away from that, to sway public attention. He is engaging with multiple investors to partner with NNPCL. He engineered the launching of IPP in Gwagwalada, and recently, NNPCL under Kyari secured a $3bn Afreximbank loan to stabilize the Naira. WHAT A SACM! Meanwhile, according to reputable sources, Kyari and his accomplices approached the Bank for $5bn, but sensing indices of fraud, the Bank was careful of Kyari's antics, reducing the loan to $3bn with strict terms of agreement and later after dd cancelled the loan approach.
Similarly, away from his constitutional mandate, Kyari was conspicuously sighted amongst the group of Islamic religious leaders on a mission to broker peace and restore democratic rule in the Niger Republic.
All these are not only to woo Mr President and gain his trust and confidence but also to prove that he can deliver if given another opportunity to serve. This is to justify the recommendations of his past and new benefactors to get Mr. President's approval.

Interestingly, this was a man in the recent past who was enmeshed in a series of sermons and invitations by the leadership of the National Assembly and anti-corruption agencies over lingering corruption allegations and indictments. Bribery has swirled around him like an ominous storm cloud, casting doubt on his actions and integrity. It has become expedient for God and the country to unravel the intricate corruption strings that ensnared Kyari, a journey through the murky waters of political maneuvering and corporate entanglements. We shall untie the thread of connivance, trace the steps, and navigate the complex battleground where the truth and deception collide.

Furthermore, this is a revelation of unmasking Kyari's corruption exploits, a tale of unravelling deception and the pursuit of transparency in a world where shadows hold sway.

First and foremost, Kyari employed foreigners to head NNPCL Trading Operations making a non-Nigerian citizen in charge of selling the Nigerian crude oil. To further sabotage the system and humiliate the Nigerian entity mele kyari brought in a foreigner to become the Managing Director of nnpc Retail and also a foreigner in charge of NNPCL Exploration arm NEPL which is not only a national data security sabotage but clear gross mismanagement. There is nowhere in the world where you will find a foreigner controlling the sales and operations of a state-owned entity. The illustration below depicts the Kyari's NNPCL scenario:

FOREIGNERS AS DIRECTORS OF A FGN-OWNED ENTITY

The appointment of foreigners serving as directors of a federal government entity is a breach spearheaded by Kyari. This is the first point of compromise, disloyalty to the President and the country, and above all, an act of treason. It sparks curiosity in the discerning minds. It points to the scheming of a highly organized syndicate for money laundering. The appointment has since generated heated debates and has created divisions amongst the senior staff and high-ranking officials of NNPCL. Moreover, it has sparked multifaceted debates over Kyari's unilateral decision to hire foreigners into the federal government entity. Some senior officials confided that the reason given by Kyari was that there is perceived incompetence or lack of required capacity deficit in NNPCL. This is absurd, and a strategy of the Buhari cabal still controlling mele kyari.

Appointing foreigners to top Key NNPCL subsidiaries is susceptible and need not be entertained by Mr. President. This contravenes his principles and philosophies, aimed at transforming the sector for optimal revenue generation. The NNPCL has remained the most relevant government entity that continued to play a critical role in shaping the nation's economic outlook, therefore, its leadership must remain in the national interest. How can we trust such foreigners with access to the critical economic data of our dear Nation?

We call on the President as a matter of urgency, to call Kyari to order and replace these appointees with Nigerian industry professionals who have the requisite capacities to change the narrative and set the entity on the map of robust development without compromising national security and prosperity. Further checks revealed that, it could not be ascertained, whether these expatriate directors underwent thorough security and background screening by the country's relevant security and law enforcement agencies. The President need not be told where the loyalty of these directors falls.

Moreover, given the manner and circumstances that characterized the recruitment process of these expatriates, the principles of accountability and transparency are at stake. This development has caused a great level of disgruntledness amongst top officials of NNPCL with adverse implications. Ensuring transparency and accountability in the activities of NNPCL under Kyari to the federal government is non-negotiable. More so, the foreign directors lack an understanding of Nigerian citizens' unique needs, problems, and challenges. Kyari's alignment with these contractors has continued to lead to decisions that do not serve the best interest, of the Nation. The perceived Presidency's silence over this development has raised questions over Mr. President's commitment to revitalize the sector.

On the other hand, the $1.5billion borrowed for the rehabilitation of the Port Harcourt refinery has remained unaccounted for, and there is no ongoing rehabilitation exercise at the moment. The scandal has continued to perplex industry experts and professionals, and they have sustained calls to President Bola Ahmed Tinubu to institute a fresh and robust investigation to uncover the magnitude of corruption perpetrated in the guise of rehabilitation under Kyari's watch.

The Port Harcourt Refinery scandal is so deep that it can only be discovered by an uncompromising investigation agency within or outside the country. The refinery was shut in March 2019 for the first phase of the so-called repair works after the government secured the service of an Italian company, Maire Tecnimont S.P.A according to the former Minister of State, are experts in refinery maintenance, to handle the scoping of the refinery complex, with oil major Eni appointed technical adviser. The funding of the repairs was said to be from many components consisting of NNPCL, Internally Generated Revenue (IGR), budgetary provisions, and Afreximbank.

On November 22, 2019, the House of Representatives ordered an investigation into the financial allocations set aside for Turn-Around Maintenance (TAM) of the petroleum refineries in Port Harcourt, Warri, and Kaduna, estimated to have cost $396.33 million in four years. The inquiry is initiated following the motion titled "Call for investigation of the $396.33 million allegedly spent in four years on turnaround maintenance of the nation's three refineries. "At the plenary session, Ifeanyi Momah, representing the Ihiala federal constituency of Anambra State, called for the inquiry, alleging that the amount spent on maintenance of the facilities had not yielded the desired results. Till today, the report of the so-called investigation by the House of Representatives has not surfaced.

In 2021, NNPCL reiterated that repairs had started after FEC approved $1.5 billion for the project. The first phase was initially scheduled, to be rounded up in 18 months (December 2022) from the point of the agreement, taking the refinery to 90 per cent production capacity with the second and third phases completed within 24 months and 44 months, respectively. However, the schedule of activities, currently on the ground, shows that the timelines are already being missed without results.

The first phase of the refinery was expected to start operation by March 2023, following 24 months of project execution in Area 5 of the complex, according to the findings. Phase 2 of the rehabilitation project will restore the Port Harcourt Refineries to a processing capacity of 135,000 bpd (90%) delivering a total processing capacity of 189,000 bpd by December 2023 following 33 months of project execution in Areas 1 & 2 of the complex. In Phase 3 of the project, the entire refinery allied infrastructure will be restored and upgraded, most notably the fluid catalytic cracking unit and other ancillary operations.

The orchestrated plot to loot $1.5 billion hiding under the term of Turn Around Maintenance of the Port Harcourt Refinery Company (PHRC), by Kyari and the then Managing Director, Port Harcourt Refinery, Ahmed Dikko, and some close aides of former President Muhammadu Buhari was uncovered. Italy's Maire Tecnimont was awarded the $1.5bn Engineering, Procurement and Construction, EPC, contract from the NNPCL.

The contract is for the rehabilitation works of the Port Harcourt Refinery Complex. Investigations revealed that the fraud surrounding the award, of the TAM of the Port Harcourt Refinery started when little-known Tecnimont, an Italian Company, coopted Daewoo as a partner to bid for the $1.5billion contract. Sources disclosed that Kyari, Dikko, and some elements in the Presidency, believed that the combination of Tecnimont and Daewoo to bid for the contract would beat others such as TechnipFMC, Saipem, Hyundai Engineering Company Ltd, Petrofac, Tecnicas Reuinidas, and Worley Parsons and convince the public that they have the capacity for the job.

Investigations revealed that shortly after Tecnimont won the bid, they kicked out Daewoo and brought in Montego Upstream Services Limited incorporated on November 25, 2010, with Ununuma Nwuche and Owuze Nwuche as Directors. Tecnimont and Montego Upstream are small businesses with no capacity for a $1.5billion job, do not even have a fabrication yard in Nigeria, and have nothing. How are they going to do turnaround maintenance of the Port Harcourt refinery for $1.5billion without facilities? The source affirmed.

Further disclosures revealed that while Daewoo was kicked out of its partnership with Tecnimont because they would not accept a dirty deal, Montego Upstream, owned by relations of ABC Orjiakor, the owner of Seplat Petroleum, was nominated by the duo of Kyari and Dikko as the preferred partners of the Italian company for the $1.5billion contract. Sources say that Montego Upstream's highest job so far done since it was incorporated in 2010 is in the region of $6.5 million. Further investigations revealed that a Due Diligent report carried out, on Montego Upstream came out negative, indicating that the company is yet another portfolio entity being used as a Special Purpose Vehicle to loot.

Discreet investigations also revealed that the decision to keep Dikko as MD of the Port Harcourt refinery after his tenure had expired was to ensure that he supervised the sham “Turn Around Maintenance”. While Tecnimont has received $150 million for mobilization, Montego Upstream has also collected millions of Dollars in mobilization fees despite the negative Due Diligent report. Sources say that it took the efforts of the Kaduna State former governor, Mallam Nasir El-Rufai, and Kyari to convince the Presidency, to keep Dikko as MD of the Port Harcourt Refinery. WHY HAS KYARI NOT BEEN SACKED?

According to a source, the past cabal in the Presidency was desperately shopping for funds for the 2023 elections TO SUPPORT Atiku, and turn-around maintenance project of the Port Harcourt Refinery became an identified source for quick and easy cash. Sources further revealed that the then Minister of State, Petroleum, Timipre Sylva, had warned against handing the Turn Around Maintenance of the Port Harcourt Refinery to quacks. His warning was ignored, by Kyari and Dikko. The Minister even told them, that he would be stoned to death in the South-South if the turn-around maintenance of the refinery is not properly done.

Again, it can be recalled that the NNPCL recently signed an agreement with Daewoo Engineering & Construction to rehabilitate Kaduna Refinery & Petrochemical Company Ltd (KRPC) for $740,669,600.00 with a duration of Twenty-One (21) months. The 110,000 bpd capacity Kaduna Refinery is one of Nigeria's four dysfunctional refineries that have produced no fuel for years and the country has to rely on imported petroleum products. It recorded an N22.9 billion loss in 2021.

It will interest the President to know that, Dikko is now an adviser to Kyari on Refineries Rehabilitation to ensure that the looting spree continues. It will also interest the President and anyone who cares to know that the list of Kyari's corruption instances/cases is limitless. He has also been lobbying and extending a hand of friendship to the proprietors/heads of influential print, broadcast, and online media platforms in the country imploring that they should not offer their media spaces against him.

Meanwhile, despite concerted efforts by Kyari to prove that he is capable of delivering if given another mandate. The media is recently awash with reports that Nigeria lost over N 8.7 trillion at N 758/$ between January and August 2023, because of the country’s inability to meet its quota allocated by the Organisation of Petroleum Exporting Countries (OPEC). More so, this is coming amid a deeper debt crisis, with experts calling on the federal government to take urgent steps to boost revenue by taming oil theft.

Conclusively, the Nigerian citizens are calling on Mr. President on solid terms, as a matter of urgency, to SACK, probe, and prosecute Kyari. These have become expedient given that the time to redeem his campaign promises is now, and these include but not limited to, attracting competitive investments, massive divestment, and improved fiscal regimes in a bid to boost oil and gas production and stimulate Africa's biggest economy.
