if you applied in vfs in person, on the 28th, then I think your application starts counting from 28th. On your profile doesn't it say 28th? The 'by mail' on Cic may be for those countries that applications are posted by courier to the visa offices. These are just thoughts tho.

1st Refusal: based on financial status and personal assets.

2nd Refusal: based on n your family ties in Canada and in your country of residence, the purpose of your visit and personal assets and financial status.
