He comes back home very late and drunk and beats my mom almost everyday. I have told my mom to leave him but she is adamant, I even rented a house for her at a point so that she can leave him but my mom only spent about a week in the house before going back to my step father's house after my step dad called her and was crying on the phone that he will change.

Yesterday I went to meet her and I saw her face swollen. When I asked her what happened she dismissed it saying it's nothing, I knew my step dad has done it again. This in itself is fraudulent. You asked some bank staff to be transferring money from your account without you signing it?
So you cannot request access to the banks mobile app/internet banking and do the transfers yourself.
How do you think he did the transfers? Of course he forged your signature because he would not even have the access to effect funds transfer on their system.

Update

I just left first bank's head office in my state and I spoke with the operations manager.
She begged me not to write to first contact and copy cbn that the guy is a family man and that his salary and position is too high for what he is doing.
She said he will be fired if I SEND that mail that I should give her today and tomorrow to talk to the guy and let him know the implication of what he is doing and that everything will be reversed and she took my number.
Meanwhile,I tried printing out a new tbills cert but the lady in charge told me she can't print as it has expired in september but she checked her system and gave the the date I invested and the date it expired.She asked me a few questions and said she will mail treasury head and copy the guy to find out what is happening.
Good thing is "he is still their staff and not yet fired" cos someone said earlier here that I should pray he is still with them
The operations manager also confirmed he is having marital issues right now [/b]but also said it is not enough reason to tamper with my money.
