You're wrong. Things were much worse under Buhari but were dusguised.

When Buhari took office, 26% of federal government revenue went towards debt servicing. By the time he left office, 97% of it was going towards debt servicing. He was borrowing excessively. He was relying heavily on ways and means which is the act of the central bank printing of money to lend to the government.

Then for foreign exchange, there was only $4bn in net foreign reserves while the cbn was owing $7bn to buyer. That simply means there was a severe shortage of forex. The CBN had been selling forex well below its true value and thats led to severe shortages. A country should have at least 4 months worth of import cover. The CBN barely had 1 month of imports.

The government could no longer keep borrowing. Nigerias credit rating or score had fallen, and no one wanted to lend the country any more.

That's why structural reforms were started by Tinubu. He ended the fuel subsidy, saving about 10 trillion. He floated the Naira so it can find its true value. This led to the crashing of the Naira to $1 to N1,550. Thay ended up being the true value of the Naira. Also, he worked hard at increasing government revenue.

The reforms are working. Less than 50% of government revenue is now spent on debt servicing. The net foreign reserves has grown from $4bn to $40bn today, enough to cover 8 months of imports.
