Palm oil, scientifically known as Elaeis guineensis Jacq is a common edible oil in many Nigerian households.
The oil derived from the mesocarp of the oil palm fruit is a key ingredient in numerous Nigerian cuisines, ranging from stews to soups to frying.
It is also a major ingredient for pharmaceutical and cosmetic industries to produce drugs and skincare products.
Nigeria is the fifth largest producer of palm oil in the world with 1.4 million metric tons, reflecting the huge production gap.
To increase the quantity and make surplus gains, experts warn that traders now add water and artificial colouring agents such as red oxide — used for painting gates, to litres of palm oil, which can increase cancer risk as well as cause liver problems.
Alphonsus Inyang, president of the National Palm Produce Association of Nigeria has warned against this criminal practice and encouraged the Federal Competition and Consumer Protection Commission (FCCPC) to work together with the association towards curbing this act.
“We need the FCCPC to work with us because we need the protection that they offer. We also need to work with the police so that we can go around with them to identify where these things happen,” he said.
“These things don’t happen in the mills. They happen in places where they sort and grade palm oil,” he added.
BusinessDay looks at top five ways Nigerians can identify fake palm oil which has become rampant across markets in the country and poses several health risks.
Deep reddish colour
According to experts, the fake palm oil has a deeper red colour than the original palm oil.
This is because certain colouring additives like red oxide, Azo dyes particularly Sudan III and IV, are used to enhance their colour.
Nigerians can therefore look out for palm oil with deep shades of red colour when next they go to shop in markets.
“Red oxide is mixed with original palm oils so they become more red. This is one of the simplest ways to identify the fake oil. Their colour is a deeper red than original palm oil,” Alphonsus told BusinessDay in a telephone interview.
Unpleasant taste
It is customary for adulterated palm oil to leave a bad after-mouth taste. The presence of colouring additives gives off an unpleasant taste even after cooking.
Experts say they leave a foul taste in the mouth even when and after eating, the taste still lingers.
For several Nigerians, the original taste of palm oil is like that of ‘Banga’.
“When you are eating it, the taste of the palm oil is still there. In a normal house, everybody knows the right taste of palm oil,” the palm oil president said.
Foul odour
Like the taste, fake palm oil gives off a foul odour when cooking. Experts refer to this odour as ‘chalky’.
When used to cook, they produce a pungent smell that takes a while to disperse.
Smokes too quickly
The fake palm oil smokes very quickly when used to cook or fry. They begin to produce much smoke within seconds of being on the gas or stove, experts say.
“It smokes too quickly. If you put a little in the pot, like say you want to fry or you want to add onions, once you put it in the pot, the whole kitchen becomes smokey. This is fake palm oil,” said Alphonsus.
Bleaches very fast

The National Identity Management Commission has identified over 6,000 Nigeriens registered on its database with the National Identification Number.
This was as President Bola Tinubu directed an inter-ministerial committee to ensure comprehensive data for the National Social Register for the Federal Government’s social investment programmes.
Impeccable sources in the Presidency told Saturday PUNCH that the Minister of Interior, Olubunmi Tunji-Ojo, briefed the Federal Executive Council on Tuesday, February 4, 2025, on the activities of NIMC, an agency under his purview.
The minister reportedly affirmed that the NINs were withdrawn from the illegal holders in an ongoing database clean-up.
On October 13, 2022, the Defence Headquarters in Abuja said troops in conjunction with the Nigeria Police and operatives of the Nigeria Immigration Service intercepted two suspected fake NIMC officials.
The Director of Defence Media Operations at the time, Maj.-Gen. Musa Danmadami, in a statement, said, “It was revealed that the suspects had visited the Gagamari IDP camp in the Niger Republic to register non-Nigerians in the IDP camp.
“Items recovered from the suspects include National Identification Number registration machine, printing machine, laminating machine, a computer tracking machine and a generator set among other items.”
The fake agents were reportedly charging non-Nigerian citizens, primarily from neighbouring countries such as Niger Republic, to obtain Nigerian NIN.
Investigations revealed that such fraudulent registrations occurred in border communities, further heightening the risk of unauthorised access to Nigerian identity credentials.
The NIMC enrols citizens and legal residents, assigning them a unique NIN.
The 11-digit number is tied to an individual’s biometric and demographic data, providing a centralised system to verify personal identity for various governmental and private transactions.
Sources at the Presidency told our correspondent that President Tinubu wanted the existing database to reflect the details of the most vulnerable Nigerians who needed social interventions such as conditional cash transfers and student loans.
A source said, “It was the Minister of Interior that gave that briefing because, you know, NIMC is under him.
“The interior minister said NIMC is tidying up the database because they found over 6,000 people from Niger Republic who obtained NIN. But they have been wiped from the database.
“The humanitarian ministry needs the data for its social register to perform its function. Also, the education ministry needs that data for student loans. The President doesn’t want to disburse money to people they cannot identify. They (NIMC) are ensuring that they verify the data. They are also registering more Nigerians and fine-tuning the data. So, the President wants it done quickly.”
The source revealed that after the briefing, the President asked the national security adviser and the interior minister to join an existing panel overseeing the humanitarian ministry.
Recall that while announcing the suspension of the former Minister of Humanitarian Affairs and Poverty Alleviation, Betta Edu, on January 7, 2024, Tinubu asked a panel headed by the Coordinating Minister of the Economy and Minister of Finance to, among other functions, “conduct a comprehensive diagnostic on the financial architecture and framework of the social investment programmes to conclusively reform the relevant institutions and programmes in a determined bid to eliminate all institutional frailties for the exclusive benefit of disadvantaged households and win back lost public confidence in the initiative.”
On January 12, the President suspended all Social Investment Programmes administered by the National Social Investment Programme Agency, including the school feeding programme, for six weeks.
A day later, he approved the establishment of a Special Presidential Panel to be led by Mr Wale Edun.
The SPP included the Coordinating Minister of the Economy and Minister of Finance as Chairman, and the Coordinating Minister of Health and Social Welfare, Prof. Ali Pate, as a member.
Other members are the Minister of Budget and Economic Planning, Abubakar Bagudu; the Minister of Information and National Orientation, Muhammad Idris; Minister of Communications, Innovation and Digital Economy, Bosun Tijjani; and the Minister of Youth, Ayodele Olawande.
The panel now includes the National Security Adviser, Nuhu Ribadu; the Interior Minister, Tunji-Ojo; the Education Minister, Tunji Alausa; and the Humanitarian Affairs Minister, Dr Nentawe Yilwatda.
Another source at Tuesday’s FEC meeting said, “It is an inter-ministerial committee; the President asked the Minister of Humanitarian Affairs and the Minister of Interior to join. The National Security Adviser is also on that committee. The interior minister is there because, you know, NIMC is under him.”
Giving further context to the developments, the Director-General of NIMC, Bisoye Coker-Odusote, said the agency was working to ensure transparency and accuracy in government payments, particularly for humanitarian purposes.
In a phone interview with our correspondent on Friday, she said, “There is a presidential panel for the humanitarian ministry. If you recall, when the former minister left, they set up an interim panel. So the Minister of Interior and the others have been added to that panel to ensure that they can use the NIN to make payments for humanitarian ministry so that the NIN can be used to ensure accuracy and transparency.
“This literally means that the people collecting money are not ghost beneficiaries, they’re real people, and they’re identifiable. So, you have to use a verifiable set of records to identify them, and that’s where NIMC comes into play using the NIN.
“It will save the country a lot of money if you can tie NIN and identify those beneficiaries. That way, everything is transparent. Nigerians can see that the government has made the right choice and has paid the people that receive the money. The people that really need the money are the ones that get the money.”
Coker-Odusote added that the data clean-up would ensure accurate and verifiable details on the National Social Register.
“The National Social Register under humanitarian [ministry] houses the names of all the beneficiaries they want to pay.
“Now, you have to be able to verify the identities on those social registers, which means they must have a NIN for you to be able to make your payment.
“That way, you just ensure people don’t put fictitious names on the list. You’re able to make sure you verify the identities of those people. Once you’re able to verify the identity, you can make payments,” she added.
The NIMC DG clarified that recent reports about SIM registration concerns stemmed from the telecommunication companies, which had been rectified.
“What has been in the news about NIN-SIM linkage is from the telcos’ end. The telcos have more than one number for each person.
“So, they had an issue, a glitch on their end, and they corrected it already. It has nothing to do with NIMC. We don’t collect more than one phone number,” she stated.
As of the time of filing this report, the spokesperson for the Nigeria Immigration Service, Mr Sola Akinlabi, declined to comment on the issue.
Security experts argue that undocumented foreigners holding a NIN is not new, adding that the tide will continue if there is no political will to stem it.
An expert, Brig. Gen. Aliyu Momoh (retd.), said, “There is nothing new in what is happening in the country. Our borders are porous. But the political will is what is lacking.
“Everywhere you go in some northern states, you see many non-Nigerians moving freely without documentation. Can Nigerians do that in Chad or Cameroon? No! Can you walk in Niger Republic without your papers as a Nigerian?
“However, because of socio-cultural and religious factors, there has not been much action taken for several years now. But I will give it to the current leadership, both of the President Bola Tinubu and the Service Chiefs. There is so much to be done. That outlook reflects a potential unintended consequence of President Donald Trump's protectionist policies, running counter to his administration's vow to maximize already record-high U.S. oil and gas production.
The U.S. has grown into the world's third-largest exporter behind Saudi Arabia and Russia since it lifted a 40-year federal ban on exports of domestic oil in 2015. While U.S. crude exports grew only slightly in 2024, the last time they fell was in 2021, after the COVID-19 outbreak slashed global energy demand.
"International demand for U.S. crude may be peaking out, and this could only further accelerate that," said Matt Smith, an analyst at Kpler.
Rohit Rathod, a senior analyst with ship tracking firm Vortexa, said he expected total U.S. oil exports to slip to 3.6 million barrels per day in 2025 from 3.8 million bpd in 2024, as Chinese tariffs keep some U.S. oil grades at home.
China consumes around 166,000 barrels of U.S. crude daily, roughly 5% of all U.S. export cargoes. Some of that could stay on U.S. shores or be diverted to other markets after Beijing announced retaliatory tariffs this week.
The fall in exports would most likely be made up of medium density types of oil with a higher sulfur content, such as Mars and Southern Green Canyon that are considered medium-sour grades. Those types made up about 48% of the U.S. crude imported by China last year.
Such grades are ideal for U.S. refineries and could easily find buyers domestically - particularly if the United States follows through on its threats to impose new tariffs on Canadian and Mexican oil, analysts said.
"Medium sours are welcome barrels in the U.S. Gulf Coast. Refiners need it," Rathod said.
Most of the rest of China's crude imports from the U.S. were lighter density, lower-sulfur types, such as West Texas Intermediate, which are known as light, sweet grades.
That type of oil could be diverted to European and Indian refiners at competitive prices, analysts said.
The Louisiana Offshore Oil Port handled nearly half of all exports to China last year, according to Kpler.
The company was not immediately available for comment.
Another 25% of U.S. exports to China came from Enbridge's (ENB.TO), opens new tab Ingleside, Texas, facility near Corpus Christi, Kpler data showed.
"The light sweet market is so wide and liquid, we don't see it having an impact on exports," a source familiar with Enbridge's Ingleside operations said.
China accounted for less than 15% of the site's export volumes last year.
Enbridge did not immediately provide comment.
Among the top sellers of U.S. crude to China is Occidental Petroleum (OXY.N), opens new tab, which sold at least 13 cargoes of light, sweet WTI Midland there in 2024, according to Kpler.
Occidental did not immediately reply to a request for comment.
For China, the impact is likely muted as U.S. imports accounted for just 1.7% of the country's total crude imports in 2024, worth about $6 billion, according to Chinese customs data, and down from 2.5% in 2023.
China had increased imports from Canada by about 30% last year to over 500,000 bpd, thanks to the expansion of the Trans Mountain pipeline. Where do you currently live, and when did you move?I currently live in Canada. I moved here with my family in December 2022 How did you move?
We moved through the permanent residency route. We started the application in 2018. The process took 4 years?It’s a long story. I started the process in 2018 and met my wife in 2019. I also submitted my application in 2019, but COVID happened, which slowed down the application. While the process was pending, we had our first child in 2021. Later, in 2021, I got ordained as a pastor, which made me acknowledge that even delays can be blessings in disguise. We ended up getting the Permanent Residency (PR) sometime in 2022, and we moved in December. Congratulations! What was it like moving with your family?Everything worked out so well. We moved to Vancouver because that was where the church I was pastoring had a branch. When we moved there, we didn’t even struggle with accommodation because the senior pastor at the church had a property that he was initially going to rent out as an Air BNB. He asked if we were interested in renting it, and we accepted the offer. The space he rented out to us was also fully furnished, so we moved there when we got to Canada. But we ended up moving to Montreal shortly after. What happened?The church where I serve started another branch in Montreal. One day, the senior pastor there called me and asked if God was speaking to me about moving. At that point, I hadn’t gotten any leading and didn’t fully believe I knew enough to pastor a new branch. I didn’t tell my wife about it, but a few days after I had that conversation with the senior pastor, she told me that she felt that we were supposed to help out with the new branch. I took that as the confirmation I needed, and we moved. Two big moves in less than a year. What was that like?It wasn’t that much of a big move because the two towns are not that far part. It was also divinely orchestrated because we experienced so much ease during the move. A friend reached out to us and told us that he knew a realtor who had a great space. The realtor turned out to be my younger sibling’s old classmate, and the landlord of the property was a Nigerian. One thing we were initially worried about was the logistics of the move itself, and that worked out, too. A church member offered to drive us for free. We just saw God come through for us in many ways. What does life look like for you and your family now?I’m currently in Nunavut, the northern part of Canada, which is literally in the Arctic region. Another move? When did that happen?
I had to move for work, but I’m a family-oriented man, so I go home biweekly. That’s impressive. What’s life in Nunavut like?
Life is different here, and contrary to popular opinion, there are many Nigerians here. However, the indigenous people, called Inuits, have a unique way of life. For context, Nunavet is a 3-hour flight from Montreal, where my family stays. This territory is also mostly surrounded by water so you can either come via flight or sea. Sea transportation can be tricky at times because the water around it is frozen. That’s one of the reasons why most people don’t want to come here. Flight tickets and everything else are expensive because of the logistics of moving the most basic items. Housing is also a slight problem here because the population has been booming lately, and the government probably didn’t anticipate it. But they’ve begun working on it. Generally, there are lots of opportunities here because the job market is less saturated. What do you find most interesting about Nunavet?The temperature here can hit as low as minus 50 degrees. I haven’t experienced that, but I’ve been told it happens. Some territories also have seasonal periods when the sun doesn’t shine. Sunrise here can also start around 9 a.m., and sunset can start around 3 p.m. But if you have the right gear and types of equipment to cope with the weather, it’s actually not that bad. Things have been changing around here because of the increased population. For example, there’s a cinema here, and there’s also a recreation centre with a pool. There was an African store here where you could buy everything from beans to garri, but it got burned recently in a fire. Despite the weather extremes here, the government still makes life easy. There is an increase in job demands here, so it’s not a bad place for anyone who wants to do multiple jobs. The only thing I’d advise people to do is to pray about it before they decide to move; don’t just follow the crowd. You mentioned that there’s a good number of Nigerians there. Have you made friends since you moved?It’s not just Nigerians; we have lots of Africans and Filipinos here. There’s even a Redeem church here, but it doesn’t have enough members because some people choose the chance to do a weekend shift over Sunday service, which is something I don’t advise. There’s something about being with a company of believers wherever you are, and I highly recommend it. As for finding Nigerian friends, the Nigerians who have been here for about 15 years have a WhatsApp group where they keep in touch and support each other. Let’s discuss your PR application process in more detail. What advice do you have for Nigerians who intend to apply this year?The first thing I’ll say is pray. Ask God if you’re supposed to move. This applies more to people who go through life with a Christian worldview. Even if God says it doesn’t necessarily mean things will be easy, all things will align at the end of the day. There’s a big difference between moving to Canada as a permanent resident and exploring other visa options. For example, if you’re coming as a student, there’s a limit to the number of hours you can work, automatically limiting how much you can earn. I recommend the permanent residence route if you intend to come to Canada with your family. There are so many benefits the visa offers. First, a PR will not be required to pay the same school fees as international students. You can also work in any province as a permanent resident. The benefits are endless, but it’s essential to be sure that relocation is God’s will for you. And don’t be desperate to move because desperation drives the worst out of people. For example, we’ve heard of Nigerians who come here as a married couple and get divorced on paper because they want to enjoy the benefits the Canadian government offers single mothers. Crazy things like that are not necessary if you follow the actual process. What’s the best way to follow the process?I started my application in 2018, so I can imagine that things might have changed a little. But there was an app that I used, and it guided me through the entire process. The app is called CanPR. It has details on the step-by-step process for applying for the visa as well as the updated cost. I highly recommend it to anyone interested in applying for a visa in 2025 because they constantly update it. But one important thing to note is that Canada wants skilled people. They have different preferences regarding the industries and the professionals they are looking for. They also consider your age, income and marital status to give you a score. If you have all your documents ready, you can complete the application on the IRCC page. You’ll likely get higher points if you’re young. Speaking good French and being married also increases your score points. When you create your application, you’re thrown into something that is known as a pool. That’s where all the potential candidates for the visa are reviewed. It’s from that pool that the government draws people they want to offer something called an Invitation To Apply (ITA). After you get an ITA, you’ll be given a deadline to provide all the documents you claim to have. This is the part where you’ll have to provide proof of funds. Once they approve your documents, you’ll be asked to go for medicals. When that’s done, you should get a certificate of permanent residence. And with that document, you can travel and move with your family. The certificate has a deadline, and you’ll be required to relocate before it expires. That’s the summary of the process, but everything I just said can be a long process. On a scale of one to ten, how happy are you right now with your life in Canada?

The company, which operates Oil Mining Lease (OML) 120, is now subject to severe financial restrictions.

A witness in the trial of former Acting Accountant General of the Federation (AGF), Chukwunyere Anamekwe Nwabuoku, has disclosed how the ex-AGF opened multiple bank accounts to divert public funds.
Naija News reports that Anamekwe is facing trial on a nine-count amended charge of money laundering to the tune of ₦868,465,000 brought against him by the Economic and Financial Crimes Commission (EFCC).
Speaking at Friday proceedings, the witness, Eucharia Ezeobi, a Zenith Bank staff member, told Justice James Omotosho of the Federal High Court, Abuja, that she opened four company accounts for contractors with the Federal Ministry of Defence.
Ezeobi, the EFCC’s first witness (PW1), stated that the four companies are Temeeo Synergy Concept Limited, Turge Global Investment Limited, Laptev Bridge Limited, and Arafura Transnational Afro Limited.
Led in evidence by EFCC’s counsel, Ekene Iheanacho, a Senior Advocate of Nigeria, Ezeobi disclosed that most withdrawals from the accounts were in cash, adding that the defendant benefited from them.
Iheanacho tendered the accounts opening packages before the court and marked them as Exhibits PWB by Justice Omotosho.
Also, the EFCC’s second witness (PW2), Felix Nweke, identified himself as a director at the Office of the Accountant General of the Federation. He said he was the deputy Director, Finance, at the Federal Ministry of Defence between 2018 and 2020.
Nweke said he worked under the defendant, facilitating payments. The witness told the court that the defendant asked him to open company accounts so he could access funds.
He mentioned contacting Gideon Joseph, a resource person to the ministry, stating the director instructed them to open the accounts with Zenith Bank.
Nweke narrated that he met Ezeobi at the bank, and she opened accounts for them, stating that he always receives instruction from the Director to raise funds or make transfers to people and would normally oblige.
During cross-examination, Nweke said the ministry is funded by the Appropriation Bill signed by the President. An elder statesman, Usman Bugaje, has opined that the deteriorating condition of Northern Nigeria is facing serious challenges that require collective efforts to prevent total collapse.
He observed that the region is plagued by poverty, insecurity, and corruption, saying that nearly 60 per cent of students in tertiary institutions cannot return to school because their parents cannot afford tuition or transportation fees.
According to Bugaje, “For over 25 years of Nigeria’s democracy, poverty has more than doubled in the region, with over 33 million Nigerians facing starvation.”
The elder statesman explained that the country’s currency has lost significant value, as the minimum wage is no longer sufficient to purchase a bag of rice, highlighting the collapsing economy.
Speaking as the convener of the Arewa Movement for Good Governance Conference, themed, “The North and the Dangers Looming on the Horizon: The Need for a New Conversation and a New Narrative,” held on Saturday in Kaduna, Bugaje lamented that the North is facing serious challenges that are not being addressed.
He lamented, “It’s worrying and disturbing. We need to sit down and address these issues.”
He also lamented that insecurity has spread and escalated to previously inconceivable levels, frustrating trade, commerce, and agriculture—the mainstay of the region’s economy—adding that public institutions are decaying and failing in service delivery.
According to Bugaje, the state of infrastructure, particularly electricity, is epileptic, with neighboring Niger Republic appearing to be doing better.
He believed, “The social sector is the worst hit, as human capital is dwindling, and there are no jobs for the largely unemployable youth. In short, Nigeria is simply not working.”
Bugaje opined that the shameless politicians bask in false glory, reading empty speeches, embellished by a growing industry of praise singers, hangers-on, and an army of thugs, many of whom are drug users.
He noted that Nigerians are on a dangerous trajectory with no future to look forward to, with 20 million out-of-school children, most of whom are in the North, adding that Nigerians are sitting on a time bomb as nearly 60% of students in tertiary institutions in the North cannot return to school.
Bugaje also criticized the weakening of traditional institutions by political office holders, whom he described as epitomes of decadence, saying that many religious leaders have been enticed with money and drawn into a political culture dominated by violence, money politics, and the inordinate ambitions of people determined to rule by any means possible.
He emphasized that the primary problem of Nigeria is leadership and called for a consensus among northern elites to tackle the region’s challenges, saying that history will not forgive Nigerian elites for their failure to address the problems facing the entire country.
The Chairman of the Organizing Committee and former Kaduna State Commissioner for Education, Mr. Tom Maiyashi, in his remarks, observed that the North is on the verge of collapse.

CARs, such infractions warrant the revocation of the Air Operator Certificate as a penalty.

The federal government has begun an initiative to revive the Aluminium Smelting Company of Nigeria (ALSCON), a pivotal player in the nation’s industrial landscape.
The Assistant Director, Information and Public Relations of the Ministry of Steel Development, Tine-Lulun Maureen, disclosed this in a statement on Tuesday.
According to the statement, the revival will reinvigorate the local economy, create jobs, and enhance Nigeria’s position in the global aluminium market.
ALSCON, incorporated in 1989, was originally a joint venture project between the Nigerian government and two foreign technical partners, Ferrostaal AG of Germany and Reynolds International Inc. U.S.
For over a decade, the company has been enmeshed in an ownership tussle between a Nigerian-American consortium, BFIGroup, and a Russian firm, UC RUSAL.
In July 2023, Vice President Kashim Shettima restated the determination of the Bola Tinubu administration to revive ALSCON, particularly by engaging with key stakeholders in the industry.
The Minister of Steel Development, Shuaibu Audu, while emphasising the importance of resuscitating the project during his two-day facility tour of the company in Ikot Abasi, Akwa Ibom State, according to the statement, stated that the revival of ALSCON is not just about aluminium production but about creating a robust industrial base that will attract foreign investment and stimulate economic growth.
He added that the present administration is committed to making Nigeria a hub for aluminium production in Africa.
Mr Audu, who was accompanied by Chris Isokpunwu, the permanent secretary and other directors of the ministry, according to the statement, said after a series of extensive meetings, President Bola Tinubu gave charge to the ministry as the regulator of the aluminium industry to ensure a resolution of all teething issues regarding the company.
“The company, when all issues are successfully resolved, is expected to create thousands of direct and indirect jobs, providing a significant boost to the local economy.”
Additionally, he said resuscitating the company will enhance the supply chain for aluminium products, which will benefit various sectors, including construction, automobile and packaging.
The minister said the revival of ALSCON is anticipated to attract investments in the aluminium sector, as the project is expected to generate substantial revenue for the government through taxes and royalties, contributing to national development goals.
“For the president to achieve the $1 trillion economy for the country by 2030, all critical assets have to come back online.” Mr Audu was quoted as saying.
He revealed that the purpose of the visit was to have a firsthand assessment of the plant’s capacity that would enable him to do a comprehensive report for the consideration and approval of the president on the best ways of resolving all the issues regarding the company.
In his remarks, Mr Isokpunwu noted how critical the plant is to the country’s economic development while reiterating the ministry’s commitment to resuscitating the plant.
He enjoined all the parties involved to ensure they provided all the necessary information to facilitate a speedy resolution.
Zaviyalov Dmitriy, the managing director of the plant, noting the challenges that have hampered the revival of the plant, said the management had kept a staff strength of about 108 people to keep the plant infrastructure and equipment in preservation state for the overhaul and final start of the plant. President Donald Trump has offered buyout packages to almost all federal workers who do not want to return to the office, a major move designed to shrink the US government.
In an email sent to millions of employees on Tuesday, his administration told workers they had to decide by 6 February whether they wanted to be part of a "deferred resignation program".
If they agreed to leave their jobs by that date, the message said, they would receive about eight months of salary as a severance package.
The Trump administration expects up to 10% of employees to accept the offer, or around 200,000 of the more than two million workers the federal government employs, according to the BBC's US partner CBS News.
Senior Trump officials told US media that the buyouts could save the government up to $100bn (£80bn).
Workers wishing to take the deal on Tuesday were asked to reply to the email with the word "resign" written into the subject line. The offer includes both pay and benefits for workers until 30 September.
Certain employees did not receive the offer, including postal workers, members of the military, immigration officials, and some national security workers, according to the email.
The message from the Office of Personnel Management, the government's HR agency, on Tuesday evening also warned of future downsizing that could impact those who choose to stay.
"We cannot give you full assurance regarding the certainty of your position or agency but should your position be eliminated you will be treated with dignity," it reads.
The email follows Trump's earlier announcement that federal employees who had been working remotely since the Covid pandemic would be required to return to the office five days a week.
Speaking to CNN on Tuesday, Stephen Miller, the White House deputy chief of staff for policy, said the government's two million workers were "overwhelmingly left of centre", adding it was "essential" for Trump to "get control of government".
Trump repeatedly pledged to cut the size of the government and slash federal spending while on the campaign trail.
He tasked Elon Musk and Vivek Ramaswamy with leading an advisory body focused on cutting regulations, spending, and headcounts within the federal government. Ramaswamy has since left the "Department of Government Efficiency" (Doge).

A district judge suspended the order - which was initially set to go into effect on Tuesday afternoon - until next Monday.
In the hours before that decision, there was widespread confusion over which federal programmes and organisations would be impacted. The White House repeatedly sought to assuage concerns that Social Security payments and Medicaid access could be disrupted.
In a letter to the White House, top Democrats expressed "extreme alarm" about the plan to pause funding.
Also on Tuesday, Trump signed an executive order aimed at restricting gender care for young people.
The order, titled 'Protecting Children from Chemical and Surgical Mutilation', says it will prevent those aged under 19 from making "life-altering" choices.
"It is the policy of the United States that it will not fund, sponsor, promote, assist, or support the so-called 'transition' of a child from one sex to another," the order says.

The federal government has every right to be in a buoyant mood; after several years of neglect, depressing commentaries, unbelief and cynicism fueled by failed promises, the nation’s four moribund refineries are Port Harcourt on the cusp of astonishing transformation.
This significant revival mirrors the power of unrelenting vision, unwavering commitment and undiluted driven by passion for a higher purpose. When the old Port Harcourt refinery resumed production on November 26, 2024, after extensive rehabilitation, the unfortunate attempt to weaponize and turn this landmark achievement into a political football stirred avoidable controversy that seemed to undermine its significance. Fortunately, while the doubting Thomases had their day, the impact of the revamp as a significant step in the country’s quest for energy security and concerted effort to reduce over reliance on imported refined products was not lost on well meaning Nigerians. Those who thought that the Port Harcourt refinery revamp was a flash in the pan were in for a rude shock.
Few days to the end of 2024, Mele Kyari, the intrepid head of the NNPC, the renaissance man at the centre of a silent revolution within the country’s energy sector delivered another powerful message to Nigerians. In company of regulators, journalists and government officials, he informed the nation that the Warri Refining & Petrochemicals Company (WRPC), situated in Ekpan, Uwvie and Ubeji areas of Warri has been revamped and was ready for business. The Warri Petrochemical plant, established in 1978, has an annual production capacity of 13,000 metric tons of Polypropylene and 18,000 metric tons of carbon black; it was built to cater to the markets in the Southern and South Western markets of the country. Composed of three stages, the Mele Kyari led NNPC, through its technical partners have started Stage One also called Area 1 which is able to produce AGO (diesel), Kerosene, Naphtha and others. These brands are required for both domestic and industrial use in the country. Shortly, the other plants that will produce Premium Motor Spirit (petrol) will commence production. The Kaduna refinery currently under rehabilitation will soon become operational.
Collectively, Kyari’s footprints in the upstream and downstream sectors of the energy sector, especially his determination to revamp the four state owned refineries with a combined capacity of 445,000 bpd underscores a huge leap in the country’s quest for energy security.
Decades of neglect, damage and accusations of mismanagement had held the realization of this lofty aspiration in abeyance and inflicted pain on Nigerians. As the mainstay of the economy, there was little or no doubt that continuation on this unenviable trajectory would further imperil the economy and plunge it into further atrophy. Mele Kyari mounted the saddle as the 19th Group Managing Director of NNPC in July 2019 with the determination to cleanse the Augean stable.
He came to office bristling with ideas on how to engineer what would become the most ambitious reform in the history of the corporation. There was simply no other way to confront the huge task he had set for himself; Nigerians were simply tired and frustrated about the endless revelations of sleaze and alleged mismanagement of the country’s cash cow and to have conducted the business of running the affairs of the corporation as usual would have assured for him, a prominent place in the hall of infamy.
Before Mele Kyari assumed office, almost on daily basis, Nigerians were treated to salacious commentaries detailing administrative lethargy and financial mismanagement of the corporation. The rot, administrative lethargy and alleged systemic corruption culminated in statutory infractions and the abdication of its responsibilities as the corporation began to fail in the fulfilment of its obligations on several fronts; it began to even falter in its remittances to the national treasury.
The uncomplimentary stories which read like a parchment of corruption and scroll of iniquities tarnished the image of the corporation. An audited account of the corporation in 2011 discovered that it could not account for about N28. 5 billion on subsidy related claims; in 2014, Emir Lamido Sanusi the current Emir of Kano raised alarm that a staggering $20bn was missing in the account of NNPC. He spoke in his capacity as the Governor of the Central Bank of Nigeria. In March 2016, the Auditor-General of the Federation alleged that the corporation failed to remit about $16bn to the federation account. The avalanche of allegations must have weighed heavily on the mind of Kyari as he took over the mantle of leadership in the beleaguered oil behemoth.
