CRIMINAL DEFAMATION UNDER THE NIGERIAN LAW

A defamation matter is defined in section 373 of the criminal code as a matter likely to injure the reputation of any person by exposing him to hatred, contempt or ridicule, or likely to damage any person in his profession or trade by injury to his reputation. Such matter may be expressed in spoken words or in words legibly marked on any substance whatever, or by any sign or object signifying such matter otherwise than by words and may be expressed either directly or by insinuation or irony. It is immaterial whether at the time of the publication of the defamatory matter, the person concerning whom such matter is published is living or dead.

To impute immoral or obscene conduct to a person is defamatory of that person. To allege that he is a thief or to impute to him the commission of any offence is also defamatory. To allege that a person has planned to kill some named persons is defamatory.

12. Operators of Websites

(1) This Section applies where an action for defamation is brought against the operator of a website in respect of a statement posted on the website.

(2) It is a defence for the operator to show that it was not the operator who posted the statement on the website.

(3) The defence is defeated if the claimant shows that –

(a) it was not possible for the claimant to identify the person who posted the statement;

(b) the claimant gave the operator a notice of compliant in relation to the statement; and

(c) the operator failed to respond to the notice of compliant in accordance with any provision contained in regulations made under this law.

(4) For the purposes of subsection (3)(a), it is possible for a claimant to “identify” a person only if the claimant has sufficient information to bring proceedings against the person.

(5) Regulations made by the Commissioner for Information or any person charged with ministerial responsibility over matters concerning information in the State may make –

(a) provision as to the action required to be taken by an operator of a website in response to a notice of complaint (which may in particular include action relating to the identity or contact details of the person who posted the statement and action relating to its removal);

Unless he has scammed you before,this doesn't prove in any way he is a scammer. A screenshot of debit alert isn't enough sir.
What was your initial agreement? Show us proof that he didn't do what he promised. He gave you materials for your payment right? You claimed they were junk,how? Can you be more specific?
