Parental failure. I can only think about the moral lessons these individuals received in their childhood. There seems to be a lack of respect for both the living and the deceased. Any government official in Nigeria should be denied visas to travel abroad. These individuals have caused significant harm to Nigeria, yet they seek to escape to countries with functioning systems.
