Not actually Engineers fault entirely.

Most times an Engineer that started a foundation will dig a foundation for one storey building at the beginning, then the client which is the project owner will now look at him pocket and see that he can afford finance for two storey building, he will now tell the Engineer lets go for two storey building instead, if the engineer refuse,he may sack him and bring in another new engineer entirely and they will embark on two storey building without considering the foundation which was made for 1 storey building.

And most times,instead of that engineer who started the foundation to lose such lucrative job,he will agree with you and carry on the project.
