Yes, that is the plan. But the point is that they have never really gotten up to 5 percent of the true votes in the so called red zones, that is why they are cowing vulnerable governors to submission so they will doctor results in their favour. A good example is the magic of how APC got about 25 percent in my state Cross River. The result sheet for my PU as uploaded in the IREv portal was different from what was announced at the PU. So many mutilations in many other areas.
