That was exactly what happened between Russia and Ukraine.

Ukraine was scared of attacking Russia and only defended in their territory for fear of being severely dealt with by Russian military but alas Ukraine discovered that Russia is an empty vessel whose only bragging military power is nuclear weapon which they inherited from former USSR, that was why Ukraine got the liver to enter inside Russia and even striking Moscow continuously without fear again

I've said it severally here right from the beginning of the war that without nukes, our Nigerian army will defeat Russia anyday anytime.
