Consider at what position on the tanks the pipes are connected. Tank 6 cannot get filled past the halfway point, because of the position of the pipe on tank 6. The tank 5 pipe is close to the top of the tank.

Tank 6 cannot fill up, until tank 5 is full.

no I disagree. When you poure water into a tank, it start from the basement. It is only when the basement can retain water that the container will get filled. From the diagram, 1 has two outlet (at the base and the rim) water reaches the basement first and immidiatly empties into 2 which equally has a channeling at the base that empties into 4. So only tank 4 can give the pressure to empty into 5&6. Tank 4 get filled first.

The only pipe connecting to tank 4 comes from tank 2. That pipe is blocked off. Tank 4 cannot receive any liquid.

Tank 7 has a hole at the bottom, so it would never get filled.

The pipe leading to tank 4 is blocked off, so tank 4 would never get filled.

The pipe leading to tank 6 is also blocked off from the major end, so tank 6 would never get filled.

The outlet of tank 3 connects to tank 7 which has a hole at the bottom, so tank 3 would never get filled.

The outlet of tank 2 from tank 1, is lower than the outlet of tank 3 from tank 1, so tank 2 would get the liquid first.

However,

Tank 2 has an outlet to tank 5, so tank 2 would never get filled.

That would leave tank 1 and tank 5

Tank 5 would get filled first.
