Even those who use estimated billing, them still dey carry ladder up and down to check their monthly bills and disconnect any one who didn't pay for the month... Infact it's a serious issue because you'll see people running around gathering money to pay and avoid disconnection when it's that time of the month. I know because I don experience am.
It's also not that easy to bypass prepaid meters these days because of heavy fine and regular routine checks... So if you see compound with 6 flats, it's very possible say only one bypass or even non at all.
