What is so difficult in fixing the national refinery?

It took years for Dangote to build 'his' refinery. Our government sat down and waited for him to finish. And they are still waiting on him to start refining.

They don't want to fix it because the so-called Dangote refinery belongs to the top men in the country. They want to be the ones controlling the fuel price. Meaning there will be no other refinery to compete against them in the country. So, they would rather make sure their private interests (greed) overrides the wellbeing of the masses.
