APC Group Hails Successful, Peaceful Conduct of Ward Congresses In Anambra

Ikemba Front, a support group within the All Progressives Congress (APC) has commended the leadership of the party at all levels and party faithful
for the peaceful and credible conduct of the ward delegates’ congress on Saturday .

The Congress was to elect ad-hoc delegates from the 21 Local Government Areas ahead of April 5 primary election to nominate APC candidate for Nov. 8 governorship election in Anambra.

The Saturday ward delegates' election was observed by the Independent National Electoral Commission (INEC) and various civil society groups.

Ikemba Front in a Statement made available to newsmen on Sunday said the outcome represented the voting choices of party faithful in Anambra and should not be tampered with.

Chief Arinzechukwu Awogu, the National Coordinator of the group who signed the Statement said the ward Congress election was the most peaceful and rancor free in the history of delegate elections of the party in Anambra.

According to him, this is a sign of hope for the party ahead of the gubernatorial primary election.

“We appeal to party leaders in the state to join hands with the party leadership and tow the path of peace and unity for the party to displace the ruling All Progressives Grand Alliance (APGA) in the state.

“APGA has shown inability to govern Anambra, this is evident in insecurity, underdevelopment and lack of social infrastructure and cohesion among the people.

“I want to plead that the names as produced from the 326 wards were not tampered with because doing so will irretrievably rupture the mood of the party in the state.” he said.

Awogu, a former Ogbaru Local Government Council Chairman commended the National Working Committee, the State Working Committee and all stakeholders for ensuring a free and fair ward delegate election.

He applauded the Chief Basil Ejidike leadership in Anambra for ensuring unity among members and pledged the total commitment of Ikemba Front to the party.

The aspirants include Dr. Nicholas Ukachukwu, Prof. Obiora Okonkwo, Sir Paul Chukwuma, Chief Chukwuma Umeoji, Chief Johnbosco Onunkwo, Mr Edozie Madu and Mr. Valentine Ozigbo.

Viral Video: Ikemba Front Disowns Paul Chukwuma Insists On Candidate From Anambra South

Ikemba Front, a major support group within the All Progressives Congress (APC) in Anambra has condemned what it called ‘desperate move’ by Sir Paul Chukwuma and his media handlers to shore up their rating by trying to mislead the public with an old video.

Mr Ikechukwu Obiegbu
National Secretary, Ikemba Front who disclosed this in a Statement on Monday said the attention of the group had been drawn to a video making rounds in the social media by mischief makers.

Obiegbu said members of the public should discountenance the video in its entirety as it did not represent the current realities ahead of the primaries of the All Progressives Congress, APC, Anambra.

Ikemba Front said other honourees at the event were Sen. Uche Ekwunife, Prof. Obiora Okonkwo, Sir Basil Ejidike, Sir Paul Chukwuma, among others.

It said the encomium poured on recipients was neither an endorsement nor bragging rights for anybody as it did not change the position of Ikemba Front and the people of Anambra that zoning had come to stay and should be in the State.

He said it was ‘highly’ misleading in the context it is being used as the purveyors were only latching on to it with a view to shore up their unmarketable and drowning campaign effort.

According to them, for the avoidance of doubt, the video was generated at an award giving event that was organized by members of Ikemba Front Atani Ward 1, Ogbaru LGA chapter in 2024 where notable individuals were recognised for their contributions to the party and Anambra State.

“As a matter of fact the event was organised to posthumously celebrate late Sen. Dr Patrick Ifeanyi Ubah who until his death was our principal under the leadership of the National Coordinator of Ikemba Front, Sir Arinzechukwu Awogu.

“Those whose campaign effort is at its lowest ebb but attempting a shore up by latching onto the video and mischievously misconstruing it as part of a lifeline for their dwindling fortune should know that It is dead on arrival,” it said.

Ikemba Front reiterated its position that zoning arrangement should be respected by the APC. in the April 5 primaries of the party and the Nov. 8 governorship election in Anambra as it resonated with the generality of Anambra citizens.

According to the group, this is in the interest of fairness, justice and equity and we therefore call on APC to consider the above other factors, the sensitive issue of zoning by ensuring that the candidate of the party emerges from Anambra South Senatorial District.

“This remains the basic condition that will guarantee the electoral success of our party in the November Anambra State governorship election,” it said

Ojukwu University Staff Urge EFCC To Investigate Allegations Of Fraud Against Ag. VC

Some members of staff of Chukwuemeka Odumegwu Ojukwu University, Igbariam have called on anti corruption agencies and relevant authorities to investigate the myriad of allegations against the Acting Vice Chancellor of the University, Prof. Kate Omenugha.

The staff of the University, represented by Mr Joseph Onu, Managing Consultant at Shield and Sword Consult, an Abuja based law firm said it unfortunate that three weeks since they wrote the Economic and Financial Crime Commission (EFCC) of alleged contract racketeering and fraudulent activities of the Ag VC no investigation had commenced on the matter.

Recall that the staff in a petition to the EFCC called for the investigation of the Ag. VC for contract racketeering amounting to public violation, fraud and financial crimes using her position as the chairman of the University's Tenders Board.

They alleged that some of the infractions were Allocation for year 2024 TETFUND Special High Impact Project Intervention Disbursement of
first Tranche of Funds amounting to N4 billion and splitting and awarding the contracts against the provision of the Public Procurement Act.

“Staff Biometric Capturing Exercise” contract was awarded by the Ag. Vice-chancellor to her family members in total disregard for conflict of interest which violated parts of the Public Procurement Act 2007.

They also alleged that the facelift of the University Gate House was started by the Ag. VC and her family members without input from the Director of
Physical Planning and valuation by the Council as required by law among others.

The petitioners said such weighty allegations of graft and abuse of office should not be swept under the carpet on the account of what it called watery face-saving rejoinder by the University Public Relations Office.

They said rather than respond to the issues, the Ag. VC recruited the Students Union Government of the university which read a scripted defence for the management in respect of the alleged petition to the EFCC.

“Unfortunately, the Student Union government of the university seems to have been too hasty in sending out the purported rejoinder to the EFCC petition which has nothing to do with students.

“It was expected that the Ag VC would have written a rejoinder herself, denying the allegations in the said petition because she alone knows the truth about those allegations.

“The denial published by the university’s PRO,
was more or less an empty document that rigmarole without denying any of the said allegations in specific terms.

“Even though the hired parrots speaking for the Ag. VC were correct, how do they reconcile their position with the press Statement issued by the President of the medical students, which was corroborated by the Provost of the college both of which documents appear to have given Credence to the EFCC petition with respect to the case of the 20 Million Solar system installation in the college alleged to have been executed by the family member of the Ag Vice chancellor.

“There is a petition before the EFCC and it is the duty of the anti graft agency to investigate the allegations contained in it and it is the responsibility of the Ag. Vice Chancellor to provide answers to their interrogations on those issues and more that she may need to answer,” they said

They said COOU was a flagship institution in Anambra state and commended Gov. Soludo was working hard to reposition the institution to make it a befitting citadel of learning especially for children who desired quality education but may not have the financial capacity to access private universities.

In the Town Hall meeting on dec.19, 2024, Pro-Chancellor, Professor Chidi Odinkalu announced that Prof. Soludo had directed the drttin up of a Genius Fund which will avail indigent students from Anambra to access quality education in the university but the fund had been hijacked.

The petitioners alleged that the admission process as regards new intakes into the 2024/2025 academic year had been high-jacked, compromised and grossly monetized by the Ag Vice Chancellor, his family member and the admission officer.

They said it was an open secret that children of the less privileged were deliberately schemed out of admission into the core courses of Medicine, Law, Pharmacy, Nursing and Medical Laboratories Sciences which were allegedly sold to the highest bidders by the Ag. VC and her cohorts

They alleged that no fewer than 72 beneficiaries of the TETfund Institution-Based Research grant from COOU were fleeced between N190,000 and N600,000 by coercion as kickbacks into a private Moniepoint account.

“Admission into courses such as Faculty of Law, Medicine and Surgery, Nursing, Pharmacy and Medical Laboratory Sciences were allegedly sold for as much as N3 million to undeserving candidates.

“Merit was not considered in about 80 percent of the admissions into those faculties and departments. Selling points were allegedly designated for those admission and the sellers are known staff of the university.

“It got to a point where people considered to have paid less for the admissions were removed from the list once desperate people that paid higher sums emerged.

“Not even respected officers of the university could secure admission for their wards.

“The administration of the university is now a case study in corruption and impunity, the EFCC, University Council and the Visitor to the university must take steps to end the reign of corruption and administrative rascality going on in the institution,” they said.

Ojukwu Varsity Mgt Breaks Silence Over Allegation Of Contract Racketeering

The management of Chukwuemeka Odumegwu Ojukwu University has dismissed the allegations of contract racketeering against Prof. Kate Omenugha, the Acting Vice Chancellor of the institution as an attempt to tarnish the image of both the Ag. VC and the university.

The University in a Statement signed by Dr Harrison Madubueze, the Public Relations Officer said it will not lend credence to transparently unfounded accusations made with only one design in mind; nor will we engage in a futile exchange.

According to the University, the petition, allegedly filed on behalf of certain anonymous "university staff", appears to be a calculated attempt to tarnish the reputation and distinguished career of the Acting Vice Chancellor, Professor Kate Azuka Omenugha, as well as the public standing of the University.

“However, it is necessary to set the record straight for those who may be misled by these unfounded claims:

*As a factual matter, no law enforcement agency has communicated any petition for the attention of the Acting VC nor requested her response regarding any petition. It is unquestionably curious that an alleged petition which has yet to result in any official inquiry has already been turned into a media spectacle. This development exposes the true motives of the faceless beings behind these allegations.

“The ongoing process of substantiation for the office of Vice Chancellor at Chukwuemeka Odumegwu-Ojukwu University seems to have created an opportunity for forces of misogyny against the Acting Vice-Chancellor and appears to have inspired this bout of mischievous mudslinging.

“Prof Kate Omenugha, Fnipr is the second female professor of Mass Communications in Nigeria and the first female to head the COOU. Since being appointed as Ag. VC of the University on 5 December, 2023, Professor Omenugha has spearheaded transformative change across various facets of the university in terms of values, infrastructure, research, curriculum and standing of the University, including community engagement.

“These changes have brought to an end the days of unchecked privilege by certain vested interests accustomed to exploiting the University for private ends without respect for constraints or guardrails. Those days are gone and will not return.

“The university community and members of the public can rest, assured that these unfounded allegations and the accompanying cacophony will not deter the Ag. VC from her passionate and transformative service to our students and their families, our host communities, and to our State and our country.

“She continues to work tirelessly with the support of the organs of the University to make Chukwuemeka Odumegwu-Ojukwu University a model institution.

“This statement is issued solely for record purposes and not as a response to falsehood masquerading as facts,” it said.

Our services have been retained by members of staff of Chukwuemeka
Odumegwu Ojukwu University, lgbariam, Anambra State (hereinafter referred to as "our clients"wink, who have also elected to remain anonymous.

PROCUREMENT
Professor Kate Azuka Omenugha is currently the Acting Vice Chancellor of
Chukwuemeka Odumegwu ojukwu University, Igbariam, Anambra State(formerly known as Anambra State University) and since she assumed that office, which also automatically placed her as the chairman of the University's Tenders Board, our clients have been witnesses of her reckless disregard for adherence to due process and a penchant for awarding contracts to her son-Mr. Nelson Omenugha and one Chukwuma Paul Chukwuka, who uses multiple companies all registered by him, blatantly.

Our clients believe that an
investigation into the dealings of the Ag. Vice Chancellor with her son and the various companies linked to Mr. Chukwuma Paul Chukwuka, will not only reveal multiple violations of the Public Procurement Act 2007, financial misappropriation and other heinous public financial crimes being perpetrated by the team, but will also expose other unknown fraudulent activities being perpetrated by the Ag. Vice-chancellor.

Our clients have diligently obtained some evidence of these abuses of public office and financial crimes through the splitting and awarding of contracts for personal gains.

Each instance of such infractions is as detailed below:

1. RE: ALLOCATION FOR YEAR 2024 TETFUND SPECIAL HIGH IMPACT
PROJECT INTERVENTION PHASE XIV 2024V/FXS13: DISBURSEMENT OF

lot 3 to Humblerock Ltd., they are marked accordingly annexures 1,2 and 3

It is important to note that due process was not followed in splitting and awarding these contracts.

The Ag. Vice-chancellor as chairman of the Tenders Board of the Chukwuemeka Odumegwu Ojukwu University, in cahoots with Mr. Chukwuma Paul Chukwuka -who poses as a contractor,
violated the Procurement Act in the award of these contracts in the

Al registered to Mr. Chukwuma Paul Chukwuka. See the attached Corporate Affairs cCommission search reports attached as annexure 4, 5, 6 and 7.

c. Payments have been requested by one of the companies and approved
by the Ag. Vice-chancellor. See the request for payment get attached as
annexures 8 and 9.

(Our clients believe that the payments are
prioritized d and paid without delays)

d. At the time of these awards, the Independent Corrupt Practices and
Related Offences Commission (ICPC) and other related Anti-graft
agencies were already prosecuting the said contractor.

The attention of the Ag. Vice chancellor was called to this information which was in
the public domain, but she rebuffed it, because of her vested interest
in the contract and the contractor. This is in violation of Part Xil s. 4 (a,
b, cand e) of the Public Procurement Act 2007.

2. STAFF BIOMETRIC CAPTURING EXERCISE

The contract for this staff biometric capturing exercise was awarded by
the Ag. Vice-chancellor to IMPERIAL ASsoCIATE LIMITED of 7B OBA
ADETONA STREET, ILUPEJU, LAGOS. See attached as annexure 10.

This contract was actually awarded by the Ag. Vice-chancellor to her son, Nelson Omenugha in total disregard for conflict of interest. This contract violates Part XI (S. 10) and s. 12 (a, b, . d, e, f. and g) of the Public Procurement Act 2007. This is an inactive company on the records of the Corporate Affairs Commission. An inactive company means that it has been denying the Government of the Federation taxes for decades.

Yet public funds were fraudulently paid to this company.

3. THE UNIVERSITY GATE HOUSE, IGBARIAM CAMPUS
The University perimeter fence at the Igbariam campus collapsed since
2010. The Gatehouse was declared poorly executed in 2013 and the contractor - Macdonald Associates was blacklisted by the
the University.

However, In 2024, the Ag. Vice-chancellor and her son embarked on facelift of the gatehouse without the input of the University's Director of
Physical Planning and, without any valuation by the Council haven been done, as required by law.

This gatehouse facelift, alleged to have been carried out by the Ag. Vice-chancellor's son, Nelson Omenugha has gulped millions of naira ranging from N65m, to N100m.

This contract violates Part XI (s. 10) and s.
12 (a, b, c, d, e, f, and g) of the Public Procurement Act 2007.

4. SOLAR STREET LIGHTING IN THE COLLEGE OF MEDICINE, AMAKU, AWKA
This contract was awarded by the Ag. Vice-chancellor for the sum of N20 million was executed in 2024 by her son, Nelson
Omenugha.

There was no valuation by the Director of Physical Planning nor east
as there is a bid for the contract.

This contract was in violation of Part XI (s. 10) and s. 12 (a, b, c, d, e, f, and g). Tw batteries were procured with some solar panels.

This project has never worked in the college with the students left in darkness.

The contract sum was paid into the account of the Ag. Vice-chancellor's son by the University.

The Ag. Bursar will be able to provide proof of payment and account details.

5. B-ORIENT TABLE WATER
In 2024, the Ag. Vice-chancellor through her children took advantage of
her office to enter a business transaction with the Chukwuemeka
Odumegwu Ojukwu University, to sell only their family table water
(KONCIO) within the entire University premises. KONCIO table water and KONCIO Enterprises Ltd has Kate Azuka Omenugha and her children as persons with significant control of the companies. See attached annexures 12 and 13. This is in violation of Part X e, f, and g) of the Public Procurement Act 2007.

Millions of naira of
university funds were paid over to the Ag. VC's companies under the contract.

Furthermore, the University's vehicles were deployed to the
services of the private family business, and attendant expenses including fuelling and maintenance were borne by the university.

When University Council got wind of thls gross violation of the procurement process, it directed the termination of the relationship and
sale of the table water within the University.

However, the Ag. Vice-chancellor in contravention of Part xI (s. 10) and s. 2 (a, b, c, d, e, f, and g) of the Public Procurement Act 2007, circumvented the Council directive and introduced another table water named B-ORIENT Table water and gave it monopoly of the water market within the University.

A further investigation and petition by a staff to Council on behalf of the shop owners in the University minimart at the Igbariam campus, got Council to once again direct the stoppage of the sale of B-Orient Table water.

But the Ag. Vice-chancellor, has persisted in the act of violation of the conflict-of-interest doctrine of the Public Procurement Act.

Here again the company purportedly behind B-ORIENT Table water, ORIENT-WRITERS LIMITED of BLK 9 NEWSITE ABOR, OGBUNIKE, OYI LGA, AMA WA, ANAMBRA, İs
inactive and illegally operated according to the search report from the Corporate Affairs Commission, see attached annexure 13.

6. PRINTING OF STUDENT IDENTIFICATION CARD
In 2024, the Ag. Vice chancellor's son, Nelson Omenugha Instructed the
Dean of Students Affairs Arch-Deacon Dr Sunday Achebe to transfer to
hin the money meant for the printing of identity cards for students.

The Dean transferred the sum of N4.5m to the Acting Vice Chancellor's son, Nelson Onugha.

The identity card was neither printed no his money refunded it is alleged that the Ag. Vice chancellor's son comes to the Dean's office every Friday evenings to collect huge stacks of money in Ghana-must-go bags.

These are dues and service charges generated by the Students Affairs
Directorate, that to be used for running cost of the student's hostels and
other student activities.

7. RE: YEAR 2023 TETFUND ANNUAL INTERVENTION (LOT), CONSTRUCTION
OF DEPARTMENT OF ARCHITECTURE BUILDING; PASSIONATE APPEAL TO
CONSIDER PROJECT AUGMENTATION AS A RESULT OF INFLATION

The contract for the construction of Department of Architecture building
awarded to SOTTAM
SYNERGY RESOURCES LTD on July 21, 2023 which mobilized to site on the 13h September, 2023, with a completion duration of 48 weeks (One year).

This contract was awarded at the cost of
N414 million (Four Hundred and fourteen million naira) and the funds were made available promptly.

The contractor completed 92 percent of the work and was to finish the job and take his remaining 15 percent payment from TETfund.

However, when the Ag. Vicechancellor visited the site; she saw the contract as an avenue to extort money from the University and Contractor be paid N100 million of University's money to enable him complete the job given and being paid
for TETfund.

This contractor has been working for TETfund and knows that TETfund does not pay variations in their contracts.

That was why the contractor almost completed his job before the corrupt manipulations
started.

The University got a consultant and paid him to value what was needed to complete the contract and the Consultant got the sum of N48m
(Forty-eight million).

The University gratuitously paid the contractor N58 million. Yet the contractor was encouraged by the Ag.
Vice chancellor, not to return to site but demand for N1 which she initially insisted the University must pay to the contractor.

Annexure 8 is the company's ludicrous request for variation and the reason given. These actions of the Ag. Vice Chancellor and the contractor are in violation of Part XII S.4(a. b. c, f and g) of the Public Procurement
Act 2007.

The appeal for augmentation is attached and marked annexure14.

CONCLUSION AND PRAYER:

Going by the above submissions with verifiable documentary proof of the alleged infractions perpetrated by the Ag. Vice Chancellor in cahoots with her son, family members and Mr Chukwuma Paul Chukwuka who is the front for the many companies involved in the racket, including others not listed above, which are Fibelle and Mibbelle Energy Resource Ltd.; Fibelle and Mibbelle Academy Ltd; Fibelle and Mibbelle Foods Ltd.; Humbelrock Iron and Steel Ltd; Capital Fides Et Ratio Ltd; and Fides Et Ratio Academy Ltd. - CAC reports of all are herein attached and marked as annexures 15, t6, 7, 18, 19 and 20 respectfully.

We hereby petition all the individuals and corporate entities involved in the fleecing of public funds under the pretentious cover of contract awards.

Their actions clearly amount to gross violations of the procurement
processes and the Public Procurement Act 2007 and undermines the proper administration of the Chukwuemeka Odumegwu Ojukwu University, Igbariam,
Anambra State.

A thorough Investigation will certainly expose more unknown fraudulent
activities by the Ag. Vice Chancellor.

We look forward to your swift action to forestall the continuance of this criminal enterprise.

Sincerely, for: SHIELD AND SWORD CONSULT.
SILAS, Joseph Onu, Esq-
Managing Consultant.
